CHAPTER 1203

R1 R1A, R1B, & R1C, One-Family Residential Districts

1203.01 INTENT.

   The R1A, R1B, and R1C, One-Family Residential Districts provide for areas of primarily single-family, detached residential properties and complimentary uses such as schools and parks, that support a traditional neighborhood design. These three districts are differentiated by allowable densities and dimensional standards to provide a variety of living environments. Infill development that is consistent with the character and scale of established neighborhoods is supported.

1203.02 PRINCIPAL PERMITTED USES.

   The following are principal permitted uses:
   • Adult foster care, family home (1-6 adults)
   • Child care home, family (1-7 children)
   • Foster care, family home (1-6 children)
   • One-family dwelling unit
   • Outdoor recreation (public)

1203.03 ACCESSORY USES.

   The following are principal permitted accessory uses:
   • Accessory structure
   • Fence
   • Home occupation
   • Parking structure (accessory to a hospital)
   • Satellite television dish
   • Solar energy system
   • Wind turbine
   • Use customarily incidental to the principal use

1203.04 SPECIAL LAND USES.

   The following special land uses are permitted only after review and approval by the Planning Commission, in accordance with Chapter 1226:
   • Cemetery
   • Child care home, group (8-14 children)
   • Golf course/country club
   • Government facility
   • Hospital
   • Manufactured, one-family detached dwelling
   • Public institution
   • Outdoor recreation (private)
   • Religious institution
   • School, K-12

1203.05 SITE DEVELOPMENT STANDARDS.

   (a)   Motor vehicle parking is permitted as an accessory use, not in excess of the motor vehicles owned/leased by the occupant(s), except as provided in subsection (b) hereof, plus two additional personal vehicles per dwelling unit.
   (b)   The permanent storage of motor homes larger than eight-feet in height or twenty-four-feet in length, including their towing mechanisms, and any recreational vehicles of any size are prohibited, unless completely enclosed within a permanent structure or on a paved surface in the rear yard. The temporary storage of licensed and operational recreational vehicles, with their towing mechanisms, are permitted for routine maintenance, cleaning, loading, and unloading, and similar activities for not more than three consecutive days, and not more than four occasions each calendar year, provided that such vehicles are located on a paved driveway.
   (c)   The outside storage of lawnmowers, garden tractors, and articles of similar nature is prohibited.
   (d)   The following dimensional requirements apply:
