One registered commercial vehicle with a GVWR not exceeding 8,500 pounds (or the maximum weight permitted under the Borough's traffic regulations set forth in Borough Code §
7-10 entitled "Vehicles over Designated Weight Excluded from Certain Streets", whichever is less) on four wheels, owned or used by a resident of the premises, shall be permitted to be regularly parked on a driveway or other paved parking area in any residential district. A registered commercial vehicle with a GVWR not exceeding 8,500 pounds on four wheels, owned or used by a resident of the premises, with advertising which exceeds the maximum limits set forth in the preceding sentence shall be permitted to be regularly parked or garaged on a lot in any residential district, provided that said vehicle is parked in a side or rear yard area outside of the required setback, which area is screened from neighboring properties by plantings at least five feet in height. For purposes of this subsection, a commercial vehicle is a truck, van, bus or other vehicle utilized in connection with any business, whether or not said vehicle is registered as a "commercial" vehicle with the New Jersey State Motor Vehicle Commission; except that this provision shall not be deemed to limit the number of commercial trucks or cars used on a farm, or construction equipment which is used on the site for construction purposes, or
