Before commencing to place, erect, construct, reconstruct, structurally alter, add to, move, remove, or raze any building or structure or any portion thereof, the owner or lessee thereof or the agent of either of them shall file with the Building Subcode Official an application in triplicate for a building permit on forms to be supplied by the Building Subcode Official. Such application shall state the intended use or disposition to be made of the building or structure and contain all pertinent information necessary for the Building Subcode Official to determine whether the proposed use or disposition will be in conformity with the provisions of this chapter. The application shall be accompanied by detailed plans drawn to scale and a plot plan drawn to scale, the established building lines within the block, and such other information as may be necessary or desirable to provide for the enforcement of this chapter. All plans and plot plans shall be signed by a duly licensed architect of the State of New Jersey, or a licensed professional engineer, or the owner, if the owner actually prepared the plans and files an affidavit to that effect in accordance with law.
