ARTICLE 8

- R-2 ZONE TWO-FAMILY RESIDENTIAL

Sec. 93-8-1.- Intent.

By virtue of its location within the comprehensive land development plan for the city, and because of the present extensive development within this zone in both one-family and two-family usage, and because of continued demand for additional housing at a cost most citizens of the city can afford, and because of the continued demand for additional residential property which provides a living environment suitable for family life, the R-2 zone is established in order to:

(1)

Protect the present development pattern.

(2)

Provide adequate minimum standards under which conversion from one-family to two-family usage may take place.

(3)

Provide additional property for residential development and redevelopment of one-family homes and two-family residences, while providing adequate minimum zoning standards for such usage.

(4)

Protect and promote a suitable environment for family life and encourage the discontinuance of existing incompatible uses.

(5)

Discourage any use which would generate other than normal residential traffic on minor streets.

(6)

Discourage any use which would create excessive requirements and costs for public services.

Sec. 93-8-2. - Permitted uses.

The following uses are permitted in any R-2 zone:

(1)

One-family dwellings.

(2)

Two-family dwellings.

(3)

Group homes, subject to the restrictions in section 93-2-19.

(4)

Public, private and parochial schools operated for the purpose of instructing in elementary and high school general education subjects. In addition, other schools are allowed subject to a finding by the planning commission that the proposed method of establishment and operation would not adversely impact the use and enjoyment of surrounding properties.

(5)

Playgrounds, parks and buildings operated on a noncommercial basis for purposes of recreation only.

(6)

Customary home occupations, as defined in section 93-1-2.

(7)

Customary accessory uses and buildings.

Sec. 93-8-3. - Nonpermitted uses.

The following uses, while permitted in other areas within the city, are not permitted in the R-2 zone:

(1)

Adult daycare facilities.

(2)

Reserved.

(3)

Nursing homes.

(4)

Personal care homes.
