These regulations are adopted under the authority granted by the Illinois Revised Statutes.

This ordinance codified in this title shall be known as, referred to, or cited as the zoning ordinance of the village.

The purpose of this title is to promote the public health, safety, comfort, morals, and general welfare of this community.

A.

It is the general intent of this title to regulate and restrict the use of all structures, lands, and waters and to regulate and restrict lot coverage, population distribution and density, and the size and location of all structures so as to:

1.

Lessen congestion in and promote the safety and efficiency of the streets and highways;

2.

Secure safety from fire, flooding, panic, and other dangers;

3.

Provide adequate light, air, sanitation, and drainage;

4.

Prevent overcrowding;

5.

Avoid undue population concentration;

6.

Facilitate the adequate provision of public facilities and utilities;

7.

Stabilize and protect property values;

8.

Further the appropriate use of land and conservation of natural resources;

9.

Preserve and promote the beauty of the community; and

10.

Implement the community's comprehensive plan or plan components.

B.

It is further intended to provide for the administration and enforcement of this title and to provide penalties for its violation.

In their interpretation and application, the provisions of this title shall be held to be the minimum requirements for the promotion of the public health, safety, morals, and welfare.

The jurisdiction of this title shall include all lands and waters within the corporate limits of the village.

The plan commission and the village board shall continuously develop their comprehensive plan, including their planning policies, to guide future decisions. All comprehensive plan elements, in whatever degree of detail they may embody, shall provide the basis for approval of all development under this zoning title, and no development shall be approved under this title which is in conflict with any comprehensive plan element.
