It is unlawful to construct or use any structure, land, or water in violation of any of the provisions of this title. In case of any violation, the village board, enforcing officer, plan commission or any property owner who would be specifically damaged by such violation may institute appropriate action or proceeding to enjoin a violation of this title.

Any person, firm or corporation violating any provision of this chapter shall be fined not less than one hundred dollars nor more than five hundred dollars for each offense, and a separate offense shall be deemed committed on each day during which a violation occurs or continues.
