24 - R-1 SINGLE-FAMILY RESIDENTIAL DISTRICT

The residential district regulations are intended to govern the location, intensity, and method of development of the residential areas of the village. The regulations of each district are designed to provide for the protection of existing residential areas and to provide for new residential growth in accord with the design and density objectives of the community. The residential uses are grouped into the residential districts set out in this chapter and Chapter 17.28.

The R-1, single-family residential district is the most restrictive of the residential districts and is composed of certain quiet, low-density residential areas of the village plus certain open areas where similar residential development appears likely to occur. It is the intent of this district to provide for an environment of predominantly low-density single-unit dwellings plus certain additional uses such as schools, parks, and certain public facilities which serve the residents living in the district. All commercial activities excepting room renting and other home occupations, which are allowed by special use only are prohibited.

Permitted uses in the R-1 single-family residential district include single-family dwellings, home occupations and room renting, by special use only, signs and accessory uses.

Special uses in the R-1, single-family residential district include mortuaries and nonprofit public or private community facilities such as schools, churches, cemeteries, libraries, parks, recreational facilities, hospitals, institutions and other similar uses. Single-family dwellings existing on the effective date of the ordinance codified in this title may be converted to two-family dwellings. Home occupation businesses not to exceed two employees shall be allowed as a special use. See Chapter 17.72.

Minimum parking stall width shall be ten feet. Garages shall cover no more than thirty percent of the combined area of rear and side yards. Required parking stalls in R-1, single-family residential districts shall be located behind the front building line.

A.
Bulk requirements in the R-1, single-family residential district where the lot width is fifty feet shall be as follows:
1.
Minimum area, six thousand two hundred square feet;
2.
Minimum width at building line, fifty feet;
3.
Minimum yards:
a.
Front, twenty-five feet,
b.
Rear, forty feet,
c.
Side lots, five feet on each side, from the edge of the eave of said structure to the property line;
4.
Building:
a.
Maximum ground coverage, forty percent of lot area,
b.
Minimum total living area, one thousand two hundred square feet,
c.
Maximum height, thirty-five feet (from ground level).
B.
Bulk requirements in the R-1, single-family residential district shall be as follows where the lot width is seventy-five feet:
1.
Minimum area, nine thousand square feet;
2.
Minimum width at building line, seventy-five feet;
3.
Minimum yards:
a.
Front, twenty-five feet,
b.
Rear, forty feet,
c.
Side, one side ten percent or ten feet, whichever is greater; other side ten percent of lot width from the edge of the eave of said structure to the property line;
4.
Building:
a.
Maximum ground coverage, thirty percent of lot area,
b.
Minimum total living area, one thousand two hundred square feet,
c.
Maximum height, thirty-five feet (from ground level).

The placement of a shipping container, as defined in section 17.08.395, is prohibited in any R-1 Single Family Residential Zoning District.
