56 - YARD AND LOT REQUIREMENTS

The yard requirements stipulated elsewhere in this title may be modified as follows:
A.
Uncovered stairs, landings, and fire escapes may project into any yard, but not to exceed six feet and not closer than three feet to any lot line.
B.
Architectural projections such as chimneys, flues, sills, eaves, belt courses and ornaments may project into any required yard, but such projection shall not exceed four feet.
C.
Residential fencing shall not be permitted in any front yard in any residential district, with the exception of purely decorative fencing not exceeding three feet in height. Residential fencing is permitted in any side yard to a maximum height of four feet. Residential fencing is permitted in any rear yard to a maximum height of six feet. Any residential fencing permitted by this section shall be placed not closer than two feet away from any neighboring lot line or easement (whichever is more restrictive) and shall be erected so that the best side of the fence (if any) faces outward, toward any neighboring property. "Front yard," for purposes of this subsection, shall be the yard extending across the front of any lot measured between lot lines and being the minimum horizontal distance between the front lot line and the front of the main building. "Rear yard," for purposes of this subsection, shall be the yard extending across the rear of any lot measured between lot lines and being the minimum horizontal distance between the rear lot line and the rear of the main building or any projections, other than steps, unenclosed balconies and unenclosed porches. "Side yard," for purposes of this subsection, shall be the remaining yard on any lot between the front and rear yards as defined in this subsection.
D.
Security fences surrounding nonresidential uses are permitted on the property lines in all districts but shall not exceed ten feet in height and shall be of an open type similar to woven wire or wrought iron fencing.
E.
Accessory uses and detached accessory structures are permitted in the rear and side yards only; they shall not exceed fifteen feet in height, shall not occupy more than thirty percent of the rear and side yard areas, and shall not be closer than five feet to any lot line, except as otherwise provided in this title.
F.
Essential services, utilities, electric power and communication transmission lines are exempt from the yard and distance requirement of this title.
G.
Landscaping and vegetation are exempt from the yard requirements of this title.

A.
Additions in the front yard of existing structures shall not project beyond the average of the existing front yards on the abutting lots or parcels.
B.
The required front yards may be decreased in any residential or business districts to the average of the existing front yards of the abutting structures on each side, but in no case less than fifteen feet in any residential district, and two feet in any business district.

A.
All lots shall abut upon a public street with at least thirty feet of frontage unless a variance or planned development project is approved.
B.
Only one principal structure shall be located, erected, or moved onto any lot of record.
C.
No building permit shall be issued for a lot which abuts a public street dedicated to only a portion of its proposed width and located on the side thereof from which the required dedication has not been secured.
D.
In a district where public sewerage service is not available, the width and area of all lots shall be sufficient to permit to use of an on-site sewage disposal system designed in accordance with the State Department of Public Health. In any district where a public water service or public sewerage service is not available, the lot width and area for single-family dwellings shall be no less than one hundred feet and no less than fifteen thousand square feet respectively (see Section 17.76.050 for substandard lots), and shall comply with state standards for perculation tests.

No lot, yard, parking area, building area, or other space shall be reduced in area or dimension so as not to meet the provisions of this title. No part of any lot, yard, parking area, or other space required for a structure or use shall be used for any other structure or use.
