§ 35-127.12
Phasing.

If the applicant proposes to phase the development, it shall submit a phasing plan as part of any development application consistent with the following principles:
a.
Each phase or section shall be located and designed with respect to a safe and convenient circulation system, Stormwater control, utility services, fire hydrants and access for emergency vehicles to function as if no further development will occur.
b.
Any phasing plan shall comply with COAH's rules for the phasing of the construction of affordable dwellings units.
