Notwithstanding any other provision of this chapter or any conditional use approvals, the use of a building or property operated as a house of worship, religious institution, or similar faith-based organization may include the provision of temporary or emergency but shall not include long-term residential accommodations for individuals experiencing homelessness or housing insecurity. "Long term" shall be defined as a period lasting longer than 10 days.
