The A-C Agricultural Cultivation District is established in which the use of land is restricted as provided herein. The uses permitted within this district are limited to the cultivation of farm land and the growing of crops thereon and other activities incidental thereto. The intent of this chapter is to:

A.

Encourage the annexation of farm land adjacent to the city prior to the use or development of such land for other purposes;

B.

Enable an annexing party to delay installment of improvements and the contribution of park land otherwise at the time of annexation by sections 16.36.010 through 16.36.030;

C.

Provide for the zoning of such land to be changed to the appropriate classification before the use thereof may be changed from farming to any other use, and before the property maybe developed or improved for any other purposes than farming as herein provided;

D.

To encourage the utilization of electric power service furnished by the city in areas adjacent to the city limits before they grow and develop while being serviced by other electrical utilities outside the corporate limits of the city;

E.

To encourage the tax extension and use of city sewer and water services, garbage collection services, and other city services in undeveloped areas adjacent to the city limits where failure to use such services may be detrimental to the health and safety of residents of the city as well as residents of such adjacent areas;

F.

To permit the cultivation of farm land and the growing of crops in peripheral areas annexed to the city limits while maintaining satisfactory and harmonious relationship between farming uses and adjoining uses of other types taking place within the corporate limits of the city.

Permitted uses in the A-C Agricultural Cultivation District are as follows:

A.

The cultivation of farm land and the raising of crops thereon;

B.

Residential uses and buildings and uses accessory thereto existing upon any property at the time such property is given the A-C agricultural zoning classification.

Provided that the residential uses herein permitted shall not be construed to permit the establishment of residential subdivisions under the pretext that all of the occupants of such dwellings are engaged in the farming of such land.

Property having the A-C zoning district designation shall not be developed or used for any other purpose except as provided herein. Prior to the use or development of any property within such A-C zones, proper application shall be made, all procedures shall be followed, and the zoning district classification therefor shall be changed, and subsequent use and development shall be in conformance with the zoning district or districts in which the lands are classified.
