92.- NONCONFORMING USES
A nonconforming use may be continued and a nonconforming building may continue to be occupied, except as both of the foregoing are otherwise provided for in this chapter.

A nonconforming use which was not initially established in violation of the city code may be changed to a different nonconforming use if the planning and zoning commission determines that such change in nonconforming uses will not have any greater adverse impact upon the surrounding neighborhood than the previous nonconforming use had. A nonconforming use may, in any event, be changed to a conforming use or to any use of a more restrictive classification.

If active and continuous operations are not carried on in a nonconforming use during a continuous period of 12 months, the building, other structure or tract of land where such nonconforming use previously existed shall thereafter be occupied and used for a conforming use, a nonconforming use of a less restrictive classification, or a nonconforming use which the planning and zoning commission determines will not have a greater impact upon the surrounding neighborhood than the previous established nonconforming use had.

A nonconforming building may be structurally altered, repaired, or enlarged in any way by these regulations, provided no alterations, repairs, or enlargements shall be made in a nonconforming building which would increase the degree of nonconformity with the location.
