44 NEIGHBORHOOD COMMERCIAL ZONE C-1

17.44.010 Purpose And Intent

The purpose of the neighborhood commercial (C-1) zone is to provide an area where convenience-type goods can be supplied at a low intensity of development.

17.44.020 Permitted Uses

Permitted uses in the C-1 zone include:

  1. Accessory buildings and uses customarily incidental to a permitted use;
  2. Altering, pressing and repairing of wearing apparel;
  3. Baby formula service;
  4. Bakery manufacture limited to goods retailed on premises;
  5. Bank or financial institution;
  6. Barber shop;
  7. Beauty shop;
  8. Bicycle sales and service;
  9. Book store, retail;
  10. Cafe or cafeteria;
  11. Camera store;
  12. Candy store, confectionery;
  13. Christmas tree sales;
  14. Clinics, medical or dental;
  15. Dairy products store;
  16. Delicatessen;
  17. Detective agency;
  18. Drug store;
  19. Dry cleaning pickup station;
  20. Egg and poultry store, provided no live bird slaughtering permitted;
  21. Fabric and textile store;
  22. Film exchange establishment;
  23. Five and ten cent store;
  24. Florist shop;
  25. Frozen food lockers, incidental to a grocery store or food business;
  26. Fruit store or stand;
  27. Garden supplies and plant material sales;
  28. Gift store;
  29. Grocery store;
  30. Health food store;
  31. Hobby and crafts store;
  32. Household pets, in dwelling units only;
  33. Ice cream parlor;
  34. Ice store or vending station;
  35. Jewelry store sales and service;
  36. Laundry or dry cleaners, laundromat-type; laundry or dry cleaning collection station;
  37. Launderette or laundromat;
  38. Library;
  39. Locksmith;
  40. Meat, fish and seafood store;
  41. Medical office;
  42. Needlework, embroidery or knitting store;
  43. Newsstand;
  44. Notions store;
  45. Optometrist, optician or oculist;
  46. Park and playground;
  47. Pharmacy;
  48. Photographic supplies, photo studio;
  49. Physician or surgeon;
  50. Popcorn or nut shop;
  51. Restaurant;
  52. Service station, automobile, excluding painting, body and fender and upholstery work,
  53. Service station, automobile, with rotating brush car wash as accessory use;
  54. Shoe repair or shoe shine shop;
  55. Supermarket;
  56. Telegraph office;
  57. Temporary building for uses incidental to construction work. Such building shall be removed upon the completion of construction work;
  58. Tobacco shop;
  59. Toy store, retail;
  60. Travel agency;
  61. Variety store;
  62. Vegetable store or stand.

17.44.030 Conditional Uses

The following uses shall be permitted only when authorized by a conditional use permit obtained as provided in Chapter 17.88:

  1. Car wash, manual spray;
  2. China, crystal and silver shop;
  3. Government buildings or uses, nonindustrial;
  4. Museum;
  5. Day care center;
  6. Parking lot or garage for passenger automobiles;
  7. Post office;
  8. Public utilities substation;
  9. Radio and television sales and service.

17.44.040 Site Development Standards

  1. Minimum lot area: none;
  2. The following minimum lot width requirement to C-1 Zone: As required for site plan approval.
  3. Minimum yard setbacks:
    1. Front: twenty (20) feet for all buildings and walls or fences,
    2. Side: none except ten (10) feet adjacent to residential zone,
    3. Side facing street on corner lot: twenty (20) feet,
    4. Rear: none, except ten (10) feet where building rears on a residential zone;
  4. Building height:
    1. Minimum: one story,
    2. Maximum: two and one-half stories or thirty-five (35) feet;
  5. Maximum lot coverage: not over sixty (60) percent of lot area by buildings or accessory buildings.

17.44.050 Special Regulations

  1. Permitted and conditional uses shall be permitted only when the following conditions are complied with:
    1. All uses shall be free from objection because of odor, dust, smoke or noise;
    2. No entertainment, except recorded music, shall be permitted in cafes, cafeterias, ice cream parlors or restaurants.
  2. A car wash shall be permitted subject to the following restrictions:
    1. Such car wash shall be for automobiles and trucks of a maximum of one-ton capacity.
    2. There shall not be more than four washing bays for a manual spray car wash.
    3. Off-street vehicle storage of not less than four spaces in the approach lane for each wash bay shall be provided.

17.44.060 Sign Regulations

The height, size and location of the following permitted signs shall be in accordance with regulations set forth in Chapter 17.76:

  1. Animated;
  2. Business;
  3. Construction project;
  4. Directional;
  5. Flat;
  6. Freestanding;
  7. Identification and information;
  8. Marquee;
  9. Nameplate;
  10. Projecting;
  11. Temporary;
  12. Wall.
