The transitional commercial zone C-3 is intended to provide suitable areas for the location of the various types of commercial activity needed to serve the people and commerce of the city.

Permitted uses in the C-3 Zone include all uses in C-2 Zones Chapter 17.48 and C-1 Zones Chapter 17.44 with the addition of:

1. Scenic helicopter flights;
2. Sexually-oriented businesses;
3. Tattoo shop.
