48 COMMUNITY COMMERCIAL ZONE C-2

17.48.010 Purpose And Intent

The community commercial (C-2) zone is intended to provide suitable areas for the location of the various types of commercial activity needed to serve the people and commerce of the city.

17.48.020 Permitted Uses

Permitted uses in the C-2 zone include:

  1. Accessory building and use customarily incidental to a permitted use;
  2. Air conditioning, sales and service;
  3. Altering, pressing and repairing of wearing apparel;
  4. Antique, import or souvenir shop;
  5. Apartment or multiple-family dwelling;
  6. Archery shop and range, provided conducted within completely enclosed building;
  7. Art and artists' supply store;
  8. Athletic and sporting goods store, including sale or repair of motor vehicles, motor boats or motors;
  9. Athletic club;
  10. Automobile parts sales;
  11. Automobile repair including paint, body and fender, brake, muffler, upholstery or transmission work, provided conducted within completely enclosed building;
  12. Automobile, new or used, sales and service;
  13. Awning sales and service;
  14. Baby formula service;
  15. Bakery manufacture;
  16. Bank or financial institution;
  17. Barber shop;
  18. Bath and massage establishment;
  19. Beauty culture school, beauty shop;
  20. Beauty parlor for cats and dogs;
  21. Bicycle sales and service;
  22. Billiard parlor;
  23. Blueprinting or photostating;
  24. Boarding or lodging house;

17.48.030 Conditional Uses

The following uses shall be permitted only when authorized by a conditional use permit as provided in Chapter 17.88:

  1. Amusement enterprises;
  2. Animal hospital;
  3. Auction establishment;
  4. Beer parlor, sale of draft beer;
  5. Church, temporary revival;
  6. Circus, carnival or other transient amusement;
  7. Dance hall;
  8. Express and transfer service;
  9. Knitting mill;
  10. Liquor store;
  11. Lumber yard;
  12. Manufacture of goods retailed on premises;
  13. Miniature golf;
  14. Oil burner shop;
  15. Parking lot or garage for passenger automobiles;
  16. Penny arcade;
  17. Public utilities substation;
  18. Sheet metal shop and retinning, provided all operation conducted within completely enclosed building;
  19. Theater, outdoor;
  20. Tire recapping or retreading, sales and service;
  21. Tool design (precision), repair and manufacture;
  22. Truck terminal;
  23. Used car lot;
  24. Welding shop;
  25. Storage units;
  26. Towing business;
  27. Tattoo shop.

17.48.040 Site Development Standards

Site development standards in the C-2 zone include:

  1. Minimum lot area: none;
  2. The following minimum lot width requirement to C-2 zone: As required for site plan approval.
  3. Minimum yard setbacks:
    1. Front: none,
    2. Side: none, except ten (10) feet adjacent to residential zone,
    3. Rear: none, except ten (10) feet where building rears on a residential zone;
  4. Building height:
    1. Minimum: one story,
    2. Maximum: none;
  5. Minimum yard setbacks for dwelling units: same as provided in Chapter 17.36
  6. Minimum lot area requirements for dwelling units: same as provided in Chapter 17.36.
  7. Corner Lots:
    1. "Clear Vision Triangle" means the area at the corner of a street that must be regulated in order to ensure that vehicles have an unobstructed clear viewing area. To define the clear vision triangle: 1) determine the intersecting point of two (2). More or less perpendicular, right of way lines: 2) from the intersecting point measure fifty feet (50') (for minor streets) or seventy-five feet (75') (for major streets) away from the intersecting point, along the right of way lines to the triangle base points; and 3) draw a line between the two (2) base points to form the clear vision triangle. Refer to drawing in the Construction Standard Plan set forth by Salina City.

17.48.050 Special Regulations

  1. Permitted and conditional uses shall be permitted only when the following conditions are complied with:
    1. All manufacturing shall be done within a completely enclosed building.
    2. All uses shall be free from objection because of odor, dust, smoke or noise.
  2. Car wash shall be permitted subject to the following restrictions:
    1. Such car wash shall be for automobiles and trucks of a maximum of one-ton capacity.
    2. There shall not be more than four washing bays for a manual spray car wash.
    3. Off-street vehicle storage of not less than four spaces in the approach lane for each wash bay shall be provided.

17.48.060 Sign Regulations

The height, size and location of the following permitted signs shall be in accordance with regulations set forth in Chapter 17.76:

  1. Animated;
  2. Business;
  3. Construction project;
  4. Directional;
  5. Flat;
  6. Freestanding;
  7. Identification and information;
  8. Marquee;
  9. Nameplate;
  10. Off-premises;
  11. Projecting;
  12. Roof;
  13. Temporary;
  14. Wall.
