51 SCENIC HELICOPTER FLIGHTS

17.51.010 Purpose

The purpose and objective of this chapter is to establish reasonable and uniform regulations to prevent the establishment of scenic helicopter fight businesses in locations deleterious to the city and residents. This chapter is to be construed as a regulation of time place, and manner of the operation of these businesses, consistent with the United States and Utah Constitutions.

17.51.020 Location Of Businesses-Restrictions

  1. Scenic helicopter flights shall be permitted only in area zoned C-3 (transitional/commercial).
  2. Scenic helicopter flight services/businesses shall adhere to all Federal Aeronautical Administration (FAA) laws, rules, and regulations.
  3. Restrictions. No scenic helicopter service shall be located:
    1. Within one thousand (1,000) feet of any other scenic helicopter service/business;
    2. Landing pads with be fenced with approved fencing (as described in Salina City zoning ordinances) to ensure safe operation;
    3. Landing pads will be constructed per FAA standards, to include proper lighting.

17.51.030 Effect On Non-Conforming Businesses

All existing legal, non-conforming scenic helicopter flight services/businesses, as of the effective date of the ordinance codified in this chapter, or any amendment hereto, shall comply with the provisions of this chapter within nine month from the date this ordinance is enacted.

17.51.040 Signs

Notwithstanding anything contrary contained in Salina City Code, the more restrictive requirements for signs shall prevail. Signs for scenic helicopter flight services/business shall be limited as follows:

  1. No more than one exterior sign shall be allowed;
  2. No sign shall be allowed to exceed sixteen (16) square feet;
  3. Only flat wall signs, and/or awnings shall be permitted;
  4. Painted wall advertising shall not be permitted (Murals shall not be construed as advertising).
