28 SINGLE-FAMILY RESIDENTIAL ZONE R-1

17.28.010 Purpose And Intent

The purpose of the R-1 zone is to provide regulated areas for single-family residential use.

17.28.020 Permitted Uses

Permitted uses in the R-1 zone include:

  1. Accessory building and use customarily incidental to any permitted use;
  2. Agriculture;
  3. Church, synagogue or similar permanent building used for regular worship services;
  4. Cluster subdivision, in accordance with Chapter 17.96
  5. Educational institution;
  6. Golf course, except miniature golf course;
  7. Greenhouse, noncommercial only;
  8. Home occupation;
  9. Household pets;
  10. Parking lot accessory to uses permitted in this zone;
  11. Planned residential unit development, in accordance with Chapter 17.92
  12. Public building; public park, recreation grounds and associated buildings;
  13. Single-family dwelling;
  14. Temporary building for use incidental to construction work. Such building shall be removed upon the completion or abandonment of the construction work.

17.28.030 Conditional Uses

The following uses shall be permitted only when authorized by a conditional use permit as provided in Chapter 17.88:

  1. Private park, playground or recreation area, but not including privately owned commercial amusement business;
  2. Public utility substation or water storage reservoir developed by a public agency;
  3. Professional offices where only services are offered and in which goods or merchandise are not commercially created, exchanged or sold.

17.28.040 Site Development Standards

Site development standards in the R-1 zone include:

  1. Minimum lot area: Eight thousand (8,000) square feet;
  2. Minimum lot width: Eighty (80) feet;
  3. Minimum yard setbacks:
    1. Front: thirty (30) feet, except average of existing building where fifty (50) percent frontage is developed, but not less than twenty (20) feet,
    2. Side:
      1. Dwelling: eight (8) feet with total width of two side yards not less than twenty (20) feet,
      2. Other main building: twenty (20) feet each side,
      3. Accessory building: ten (10) feet, except one foot if located at least six feet from rear of main building, or sixty (60) feet back from front lot line, but not closer than ten (10) feet to dwelling on adjacent lot,
    3. Side facing street on corner lot: twenty (20) feet, except average of existing buildings where fifty (50) percent frontage is developed, but not less than fifteen (15) feet,
    4. Rear:
      1. Main building: twenty (20) feet,
      2. Accessory building: two feet from the side property line. The two feet is to be from the eve overhang or two feet from the side of the building if no eve overhang, except ten (10) feet where accessory building rears on side yard of adjacent corner lot.
  4. Building height:
    1. Minimum: one story,
    2. Maximum: two and one-half stories or thirty-five (35) feet.
  5. The definition of a Manufactured Home and a Mobile Home shall be as set forth in Section 15A-1-302 of the Utah Code, as amended.
    1. The placement of Mobile Moines shall be restricted to Mobile Home parks. Manufactured Homes shall only be authorized in Mobile Home Parks unless they are placed on a permanent foundation, meet current building code requirements and have outside dimensions of not less than 24 feet wide by 40 feet long.

17.28.050 Sign Regulations

The height, size and location of the following permitted signs shall be in accordance with the regulations set forth in Chapter 17.76:

  1. Development;
  2. Directional;
  3. Flat;
  4. Freestanding;
  5. Identification and information;
  6. Temporary.

17.28.060 Small Animal

No animals or fowl shall be kept or maintained closer than ten (10) feet from any dwelling, and not closer than forty (40) feet from any dwelling on adjacent lot. Any barn, coop, or enclosure structure for the housing or keeping of animals or fowl shall be kept, constructed or maintained not less than twenty (20) feet from a public street and not less than two feet from any lot line, except for adjoining or adjacent properties that house animals on each side of the fence where one fence, on the property line can be shared. If one or both property owners of the adjoining or adjacent lots disagree with sharing the same fence that is constructed on the property line that houses animals on both sides, an additional fence must be constructed on both properties at least two or more feet from the property line. All animals shall be fenced or contained so as to keep them at least ten (10) feet from the high water marks of Salina Creek and the Sevier River where properties adjoin the same.

Animals must reside in the rear of the lot.

All animals shall be restrained or confined in a barn, corral, stable, coop, pen, or other enclosed structure in which domestic livestock or fowl are housed.

Vaccinations, licenses, and permits shall be obtained as required by Salina City.

Billy goats, pigs or roosters cannot be housed within Salina City limits.

Goats, sheep, chickens, rabbits, geese and ducks are permitted. All other animals must be approved by the Salina City Planning and Zoning Committee.

All yards, barns, shelters, cages, areas, places, and premises where domestic livestock, animals, or fowl are kept shall be maintained in a clean and sanitary condition so that flies, dust, or odors do not disturb the health of any person or animal or create a nuisance to any adjoining property.

All established animal property setbacks holds precedence to any bordering new development.

A maximum of four animal units are permitted per half (½) acre lot (twenty-one thousand seven hundred eighty (21,780) square feet) or greater.

Animal units are described as:

One unit equals two rabbits; One unit equals five chickens; One unit equals one sheep; One unit equals one goat; One unit equals two ducks; One unit equals one goose.

A maximum of two (2) animal units are permitted per lot less than a half (&half) acre (twenty-one thousand seven hundred eighty (21,780) square feet).

Animal units are described as:

One unit equals two rabbits; One unit equals five chickens; One unit equals one sheep; One unit equals one goat; One unit equals two ducks; One unit equals one goose.

17.28.070 Large Animal Regulations

To house a large animal inside Salina City limits, the resident's property must be one acre or greater and be adjacent to county lands, state lands, public lands, or any Salina City Agriculture Zones.

No animals or fowl shall be kept or maintained closer than forty (40) feet from any dwelling, and not closer than seventy-five (75) feet from any dwelling on adjacent lot. Any barn, coop, or enclosure structure for the housing or keeping of animals or fowl shall be kept, constructed or maintained not less than seventy-five (75) feet from a public street and not less than twenty (20) feet from any lot line. All animals shall be fenced or contained so as to keep them at least ten (10) feet from the high water marks of Salina Creek and the Sevier River where properties adjoin the same.

Animals must reside in the rear of the lot.

All yards, barns, shelters, cages, areas, places, and premises where domestic livestock, animals, or fowl are kept shall be maintained in a clean and sanitary condition so that flies, dust, or odors do not disturb the health of any person or animal or create a nuisance to any adjoining property.

Horses, cows, lamas, rabbits, chickens, sheep, goats, ducks and geese are permitted. All other animals must be approved by the Salina City Planning and Zoning Committee.

Animal manure may not exceed twelve (12) inches from original ground level and may not protrude onto the neighbor's property. Corrals and pens must be kept clean and manure must be removed at least annually.

A fence that surrounds animal enclosure must be erected and maintained at least four feet high but no more than seven feet high. Fence must be constructed with a solid bar at the four-foot height of the fence such as a metal pipe or wood which cannot be flexed more than one and a half (1½) inches. Fencing must be constructed at least two or more feet from property lines except for adjoining or adjacent properties that house animals on each side of the fence where one fence, on the property line can be shared. If one or both property owners of the adjoining or adjacent lots disagree with sharing the same fence that is constructed on the property line that houses animals on both sides, an additional fence must be constructed on both properties at least two or more feet from the property line.

Written approval must be obtained from all adjacent property owners consenting to animal owner housing any large animal bordering on their property. If no animal is housed on the property within one calendar year the resident must resubmit written approval.

All established animal property setbacks holds precedence to any bordering new development.

Vaccinations, licenses, and permits shall be obtained as required by Salina City.

A maximum of four animal units are permitted per one acre lot (forty-three thousand five hundred sixty (43,560) square feet) or greater.

Animal units are described as:

One unit equals one horse; One unit equals one cow; One unit equals one lama; One unit equals two rabbits; One unit equals five chickens; One unit equals one sheep; One unit equals one goat; One unit equals two ducks; One unit equals one goose.
