60 INDUSTRIAL AND MANUFACTURING ZONES IM-1, IM-2, AND IM-3

17.60.010 Purpose And Intent IM-1

The purpose of the sight industrial and manufacturing (IM-1) zone is to provide an area conducive to the establishment of quality laboratory, processing and light manufacturing in a park-like atmosphere. The zone is therefore more restrictive than a conventional manufacturing zone to provide for architectural excellence and an abundance so attractive, green landscaping.

17.60.020 Purpose And Intent IM-2

The purpose of the medium industrial and manufacturing (IM-2) zone is to provide an area for medium intensity manufacturing, fabricating, processing and warehousing uses. The zone is characterized by flat, open land peculiarly suited for industrial uses because of the proximity of utilities. While much of the land within the zone is currently being devoted to agriculture and other open land uses, it is intended that manufacturing and industrial uses shall be directed into this zone as the need arises. Uses which give rise to excessive noise, vibration, smoke, odor, dust, fumes, or danger of explosion have been excluded from this zone. The zone is also intended to serve as a buffer zone between the IM-1 and IM-3 zones.

17.60.030 Purpose And Intent IM-3

The purpose and intent of the heavy industrial and manufacturing (IM-3) zone is to provide areas in appropriate locations where heavy industrial processes necessary to the economy may be conducted. The regulations of this zone are designed to protect the environmental quality of the zone and adjacent areas.

17.60.050 Site Development Standards

  1. Site development standards in the IM-1 zone include:
    1. Minimum Lot Area. Every lot or parcel of land created in the IM-1 zone shall be of sufficient size to provide for required setbacks, landscaping and off-street parking for any permitted uses building or structures on the site.
    2. Minimum Lot Width. One hundred (100) feet.
    3. Minimum Lot Frontage. Eighty (80) feet.
    4. Minimum Yard Setbacks:
      1. Front Yard. Each lot or parcel in the IM-1 zone shall have a front yard of not less than thirty (30) feet.
      2. Side Yard. There shall be no required side yards within the IM-1 zone, except that adequate space shall be maintained between any building and the side property line to provide ingress and egress to parking areas in the rear of the building in conformance with subsection (d) of this section. No encroachment is permitted into easements. All setbacks must conform to the Uniform Building Code requirements based upon occupancy.
      3. Side Yard—Corner Lots. On corner lots, the side yard contiguous to the street shall not be less than thirty (30) feet. The side yard shall be appropriately maintained.
      4. Side Yard—Driveway. When used for access to loading docks, parking lots, garages or carports behind any building in the IM-1 zone, a side yard shall be wide enough to provide an unobstructed twelve (12) foot surfaced driveway for one-way traffic, and a sixteen (16) foot unobstructed driveway for two-way traffic. Where such a driveway is provided, a landscaped area at least five feet in width shall be maintained between the driveway and the adjacent side property line.
      5. Side Yard—Accessory Building. The side yard of any accessory building in the IM-1 zone shall be the same as that required for a principal building.
      6. Rear Yard. Each lot or parcel of land in the IM-1 zone shall have a rear yard of not less than fifteen (15) feet.
    5. Building Height. No building or structure shall exceed thirty-five (35) feet or two stories in height, whichever is greater.
    6. Lot Coverage. No building or group of buildings shall cover more than fifty (50) percent of the lot area.
    7. Site Plan Approval. Prior to construction of any building or structure within the IM-1 zone, a site plan and preliminary building elevations must be approved by the planning commission. The site plan must be fully dimensioned and shall contain the following information:
      1. The location of all proposed buildings and structures on the site including accessory buildings, walls and fences;
      2. Parking layout, driveways, points of ingress and egress, loading zones and pedestrian walkways;
      3. Properly engineered drainage system;
      4. A detailed landscaping plan showing all landscaping features including sizes and types of plant materials, lighting and layouts of irrigation and sprinkler systems.
    8. Land Locking. No parcel or lot shall be approved which land locks another parcel or lot.
    9. All parking areas and driveways shall be paved with asphalt or concrete.
  2. Site development standards in the IM-2 zone include:
    1. Minimum Lot Area. Every lot or parcel of land created in the IM-2 zone shall be of sufficient size to provide for required setbacks, landscaping and off-street parking for any permitted uses building or structures on the site.
    2. Minimum Lot Width. Two hundred (200) feet.
    3. Minimum Lot Frontage. One hundred fifty (150) feet.
    4. Minimum Yard Setbacks:
      1. Front Yard. Each lot or parcel in the IM-2 zone shall have a front yard of not less than thirty (30) feet.
      2. Side Yard. There shall be no required side yards within the IM-2 zone, except that adequate space shall be maintained between any building and the side property line to provide ingress and egress to parking areas in the rear of the building in conformance with subsection (d) of this section. No encroachment is permitted into easements. All setbacks must conform to the Uniform Building Code requirements based upon occupancy.
      3. Side Yard—Corner Lots. On corner lots, the side yard contiguous to the street shall not be less than thirty (30) feet. The side yard be appropriately maintained.

    6. Lot Coverage. No building or group of buildings shall cover more than seventy-five (75) percent of the lot area.
    7. Site Plan Approval. Prior to construction of any building or structure within the IM-2 zone, a site plan and preliminary building elevations must be approved by the planning commission. The site plan must be fully dimensioned and shall contain the following information:
      1. The location of all proposed buildings and structures on the site including accessory buildings, walls and fences;
      2. Parking layout, driveways, points of ingress and egress, loading zones and pedestrian walkways;
      3. Properly engineered drainage system;
      4. A detailed landscaping plan showing all landscaping features including sizes and types of plant materials, lighting and layouts of irrigation and sprinkler systems.
    8. Land Locking. No parcel or lot shall be approved which land locks another parcel or lot.
    9. All parking areas and driveways shall be paved with asphalt or concrete.
  3. Site development standards in the IM-3 zone include:
    1. Minimum Lot Area. Every lot or parcel of land created in the IM-3 zone shall be of sufficient size to provide for required setbacks, landscaping and off-street parking for any permitted uses building or structures on the site.
    2. Minimum Lot Width. Three hundred (300) feet.
    3. Minimum Lot Frontage. Two hundred (200) feet.
    4. Minimum Yard Setbacks:
      1. Front Yard. Each lot or parcel in the IM-3 zone shall have a front yard of not less than thirty (30) feet.
      2. Side Yard. There shall be no required side yards within the IM-3 zone, except that adequate space shall be maintained between any building and the side property line to provide ingress and egress to parking areas in the rear of the building in conformance with subsection (d) of this section. No encroachment is permitted into easements. All setbacks must conform to the Uniform Building Code requirements based upon occupancy.

    5. Building Height. No building or structure shall exceed seventy (70) feet or four stories in height, whichever is greater.
    6. Lot Coverage. No building or group of buildings shall cover more than ninety (90) percent of the lot area.
    7. Site Plan Approval. Prior to construction of any building or structure within the IM-3 zone, a site plan and preliminary building elevations must be approved by the planning commission. The site plan must be fully dimensioned and shall contain the following information:
      1. The location of all proposed buildings and structures on the site including accessory buildings, walls and fences;
      2. Parking layout, driveways, points of ingress and egress, loading zones and pedestrian walkways;
      3. Properly engineered drainage system;
      4. A detailed landscaping plan showing all landscaping features including sizes and types of plant materials, lighting and layouts of irrigation and sprinkler systems.
    8. Land Locking. No parcel or lot shall be approved which land locks another parcel or lot.

17.60.070 Sign Regulations

The height, size and location of signs shall be in accordance with the regulations set forth Chapter 17.76 of this title.

17.60.080 Landscaping

In the IM-1, IM-2 and IM-3 zones:

  1. All areas of a lot or parcel not occupied by a building, required parking, or material storage areas shall be appropriately landscape with trees, shrubs and other landscaping material in accordance with a landscaping plan approve by the planning commission.
  2. Parking lots will be provided with landscaping where appropriate.
  3. The use of drought tolerant and native landscaping materials is encouraged.
  4. Sloped areas are to be landscaped to discourage excess run-off.
  5. If corners are to be landscaped, landscaping shall not exceed thirty (30) inches in height within a triangular area formed by the street property lines and a line connecting them at points thirty (30) feet from the intersection.
  6. Trees are encouraged in all front setbacks When planted, trees shall be at least two inches in caliper, measured four feet above the ground, shall be at least eight feet in height and shall be spaced no more than thirty (30) feet on center.
  7. When a development abuts any residential property, a seven foot high sight obscuring masonry wall and a ten (10) foot wide landscaped strip shall be installed and maintained by the owner of the industrial development.
  8. All landscaping and trees shall be served by an underground automatic irrigation system.

17.60.090 Sidewalks, Curbs And Gutters

In the IM-1, IM-2 and IM-3 zones:

  1. All lots or parcels occupied by a business of any kind is required to construct a public sidewalk with curb and gutter, the full frontage width of the lot or parcel including any portion of the lot or parcel that borders a public street, easement, or public right away.
