CHAPTER 17

08 PLANNING COMMISSION

17.08.010 Membership

The planning commission shall consist of five members and two alternate members. The two alternate members shall be in attendance to all meetings. All members shall be appointed by the city council from the duly qualified electors of Salina City. The terms of office of two members shall end July 1st of each year. The appointments to fill vacancies created by the terms thus ending and all appointments made thereafter to new terms, shall be for a period of three years. Each member of the planning commission shall serve until the end of the term for which he or she is appointed, and until his or her successor is appointed and qualified. Any vacancy occurring during the term of any member of the planning commission by reason of death, resignation, removal or disqualification should be promptly filled by the city council for the remaining portion of the term. The alternates may be a voting member if there is not a enough of the regular quorum in attendance.

17.08.020 Removal For Cause

The city council may remove any member of the planning commission for cause, after a public hearing upon written charges.

17.08.030 Members Serve Without Compensation

Members of the planning commission shall serve without compensation, except that they may be reimbursed for reasonable expenses incurred, with the approval of the city council.

17.08.040 Contracts And Employment

The planning commission may appoint such employees and staff as it may deem necessary for its work and may contract with city planners and other consultants for such services as it requires, provided the expenditures of the planning commission, exclusively of expenditures of gifts, shall be within the amounts appropriated for the purpose by the city council.

17.08.050 Powers And Duties

The planning commission of Salina City shall have such powers and functions and shall perform such duties as are prescribed by Section 10-9-204, Utah Code Annotated 1953, as amended. Such powers and duties shall include, but shall not be limited to, the submission to the city council of recommendations concerning all proposed changes in ordinances pertaining to zoning as provided in Section 17.04.040 of this title. The planning commission shall have such other powers and duties as may be prescribed by law.

17.08.060 Records Of Proceedings

The planning commission shall keep a public record of its proceedings which shall be filed with the city recorder.

17.08.070 Rules And Regulations

The planning commission shall adopt rules and regulations subject to the provisions of the laws of the state of Utah and the planning and zoning ordinances of Salina City, and may amend such rules and regulations from time to time. All such rules and all amendments thereof shall be filed with the city recorder.

17.08.080 Cooperation With Sevier County

The planning commission, in the exercise of its powers and the discharge of its duties, shall seek constantly to cooperate with the planning efforts of Sevier County and shall seek to develop a coordinated plan for the future development of Salina City and Sevier County.
