CONGREGATE ELDERLY HOUSING37
It shall be the policy of the Village in developing congregate elderly housing:
(a)
To cause the congregate elderly housing development to be located in an area where needed services and facilities are accessible to the development's residents;
(b)
To cause the facility to be located in a neighborhood that is compatible in terms of land use, building type and population mix with the development's residents;
(c)
To foster the design and provision of adequate space in the development structure and on the site for privacy, recreation, socialization, transportation and other beneficial living activities for the development's residents;
(d)
To cause the provision of facilities which incorporate added safety, health and convenient access in the building and on the site, especially for the benefit of the development's elderly recreation.
(e)
To provide the development's staff with an opportunity for a program of services that is multidisciplinary for sensitive and responsible care for the unique social, psychological, recreational and medical needs of elderly residents;
(f)
To set forth guidelines for plan review and a framework for continued ordinance enforcement; and
(g)
To generally foster the development of high quality housing for older people by addressing
various aspects of the living environment and by providing a challenge to house designs
incorporating a total housing package that allows an individual to function despite
declining mobility, perception and cognition which may occur with aging.

As used in this chapter:
(a)
"Congregate elderly housing" means multiple living units in one (1) or more buildings with grounds for senior citizens, located and designed as a planned and coordinated development with structural, environmental, safety and comfort features included to assist occupants in maintaining self-sufficiency and independent living.
(b)
"Driving time" means the time required to drive in accordance with normal traffic regulations from the parking lot of a congregate care facility to the main parking lot of a specified designated location. Average driving time shall be based upon the average time of three (3) trips.
(c)
"Independent living" means a resident's ability to cook, eat, clean and care for himself or herself on a daily basis, without direct physical assistance from another person.
(d)
"Senior citizen" has the same meaning as in Chapter 23, Section 6103-05, of the Illinois
Revised Statutes.

In addition to considering the applicability of the special use standards, the Plan Commission shall consider and find that the following standards exist prior to recommending a congregate elderly housing planned development for a site:
(a)
The proposed project shall be located in an R4 Multiple—Family Residence District.
(b)
The average driving time from an ambulance and/or paramedic service shall be five (5) minutes or less.
(c)
The average driving time to a retail merchandise store, grocery store, pharmacy and restaurant shall be fifteen (15) minutes or less.
(d)
The average driving time to a medical center or clinic containing doctor's offices shall be ten (10) minutes or less.
(e)
The average driving time to a public park or indoor recreation facility shall be fifteen (15) minutes or less.
(f)
The average driving time from a fire station shall not exceed five (5) minutes; nor
shall the station be more than two and one-half (2½) miles from the facility.

(a)
A development shall be a minimum of two (2) acres and twenty-four (24) units in size.
(b)
Walk areas and/or paths shall be designed as part of the project.
(c)
A minimum of two (2) outdoor chairs, seats or benches, which are permanent, nonpermanent or both, shall be provided.
(d)
Walkways and curbs shall contain ramps in place of or in conjunction with steps. Ramp slope shall not exceed five (5) percent.
(e)
One and three-tenths (1.3) parking spaces shall be provided for each dwelling unit. Such spaces shall measure ten (10) feet by twenty (20) feet. If the total number of parking spaces provided fails to adequately meet the needs of the development, the developer and/or owner shall add the required parking spaces. The parking lot shall be properly illuminated. (Ord. 699. Passed 10-28-86.)
(a)
Call buttons, pull-chain signals or other emergency calling or signaling devices shall be installed in each unit and shall be connected to a security console in the building which security console shall be monitored twenty-four (24) hours a day.
(b)
Ingress to the building shall be controlled by a twenty-four (24) hour a day security system with automatic closure locks. However, egress from the building through the security system shall be permitted by panic hardware in addition to the normal egress procedures.
(c)
Grab bars shall be installed in each dwelling unit bathroom next to the commode and next to the bathtub. In addition, a movable seat for each shower stall shall be provided.
(d)
All floors without carpeting shall be constructed with a nonskid finish.
(e)
A temperature control thermostat for heating and air-conditioning shall be installed in each unit for temperature control within such unit.
(f)
Storage space for the bathroom shall be provided and cabinets shall be provided for the kitchen.
(g)
The kitchen facilities of each dwelling unit shall be furnished with a refrigerator and electric stove. Gas appliance are prohibited within the dwelling units.
(h)
The bathroom door shall be designed to open out for an emergency if it is designed to open into the bathroom with normal use.
(i)
The elevator, or at least one (1) elevator if more than one (1) elevator is installed, shall be not less than eight (8) feet by four (4) feet in interior floor size.
(j)
Levers in lieu of door handles shall be used on all doors.
(k)
All doors shall be an easy opening type which requires fifteen (15) or less pounds of pressure to open.
(l)
Every kitchen sink, lavatory, bathtub or shower shall supply hot water at a minimum temperature of 120 degrees Fahrenheit and at a maximum temperature of 150 degrees Fahrenheit.
(m)
A common dining area shall be part of the project, which dining area shall be of sufficient size so as to seat fifty (50) percent of the residents at one (1) time for the minimum once a day common meal.
(n)
Kitchen facilities, adequate for food preparation by the occupant of each unit, shall be designed and constructed in each unit as part of the project.
(o)
The food service, the common dining area and the kitchen facilities therefore shall be subject to and licensed pursuant to Chapter 838 of the Business Regulation and Taxation Code.
(p)
The facility shall be designed to include, at a minimum, a recreation room, a common dining room and designated office space for a manager, social coordinator and professional medical services.
(q)
The public living space shall be in an amount equal to not less than one-fifth (1/5) of the total square footage of the floor area of the dwelling unit. For purposes of calculating the total square footage of the public living space, only the following areas may be used as public living space:
(1)
Dining hall;
(2)
Lobby;
(3)
Workshop/activity room;
(4)
Library;
(5)
Video/tv/recreation room;
(6)
Chapel;
(7)
Beauty/barber shop;
(8)
Resident laundry area;
(9)
Common area; and
(10)
Gift shop.
(r)
Not more than twenty (20) percent of the units in a development shall be efficiency units.
(s)
There shall be 228 cubic feet of storage space (six (6) feet by six (6) feet by eight (8) feet) allocated
to each unit. Such storage space shall be located within the building wherein the
unit is located and may be connected to the unit. However, the storage space shall
not include the storage space contained in kitchen cabinets, bathroom cabinets, bedroom
closets, entryway closets, linen closets or the balcony.

The following services shall be provided with and as a condition of the present and future operation of the development:
(a)
A building manager or supervisory employee shall be on duty at all times.
(b)
The owners and operators shall maintain and cause the building to be maintained in
a safe, clean, sanitary and good operating condition.

Congregate elderly housing shall be developed under Chapter 1266. However, before a building permit is issued, a final (detailed) landscaping plan
shall be presented to the Plan Commission and shall be approved by the Board of Trustees.
