CHAPTER 9

30 - Mobile Home Park or Subdivision Standards

9.30.010 - Purpose

A.

Purpose

1.

The purpose of this Chapter is to establish standards to insure that mobile home parks or subdivisions are developed in a manner that is compatible and complementary to existing and future residential development in the immediate vicinity and in a manner that is consistent with State laws including provisions of the Mobile Home Parks Act (Health and Safety Code Section 18200 et seq.) and Mobile Home Parks Regulations (Code of Regulations, Title 25, Division 1, Chapter 2, Section 1000 et seq.). The California Department of Housing and Community Development shall enforce State law and regulations that apply to maintenance, use, occupancy, sanitation, and safety of mobile home parks.

9.30.020 - Mobile Home Park Boundary Standards

A.

All exterior boundaries of mobile home parks or subdivisions shall appear similar to conventional residential developments. Screening of the mobile homes shall be provided around the entire site by a wall and landscaping and shall incorporate the following:

Landscaped Street Frontage.

a.

A landscaped setback area with a minimum width of fifteen (15) feet from the edge of the right-of-way along the property street frontage.

b.

Where the mobile home park is located across from a residential district, a forty-two (42) inch high decorative landscaped screen wall or berm shall be provided.

2.

Landscape Maintenance. Landscaping areas shall comply with the provisions of Chapter 9.75, Water Conservation/Landscaping Regulations, of this Code.

9.30.025 - Mobile Home Park Permitted Uses

A.

See Table 9.28.030-A for permitted uses in Mobile Home Parks and Subdivisions.

9.30.030 - Site Development Standards (Amended Ord. 350, 383)

A.

The following site development standards shall apply to the exterior of the mobile home parks.

1.

Subdivision Design Standards. The Subdivision Design Standards contained in Section 9.28.050 of this Code shall be complied with as applicable.

2.

Mobile Home Space Standards. Individual mobile home spaces shall comply with the following standards:

Coach Requirements.

a.

Each mobile home space shall have dimensions capable of accommodating a rectangle with minimum dimensions of twenty-eight (28) feet by fifty-five (55) feet.

4.

Skirting and Pad Requirements. Each mobile home shall be equipped with skirting or provided with a support pad which is recessed to give the appearance of the mobile home being located on-grade.

5.

Parking Requirements. Each unit shall be provided with two covered off-street parking spaces as follows:

a.

Parking spaces shall be improved with concrete surfaces;

b.

May be in tandem; and

c.

Parking shall not be located within side yard setbacks.

6.

Guest Parking. One (1) guest parking space per each four (4) units shall be provided. Guest parking shall be provided at parking bays located at designated areas along the interior streets of the mobile home park.

7.

Underground Utilities. Utility undergrounding is encouraged.

8.

Common Open Space Requirements.

a.

A common recreational open space area which may contain a recreation building shall be provided in the park for use by all residents and their invited guests. The area shall be provided in one common location with a minimum aggregate area of 100 square feet of recreational space for each mobile home space.

b.

Common open space areas shall be landscaped as required by Chapter 9.75, Water Conservation/Landscaping Regulations, of this Code.

9.

Common Recreational Facilities. Common recreational facilities shall be provided according to the number of units in the mobile home park. Mobile home parks with fewer than twenty (20) units shall provide within the required common open space area a landscaped and sheltered barbecue area with seating. Additional amenities shall be provided according to the following schedule. Additional amenities may include, but shall not be limited to:

a.

Meeting room;

b.

Swimming pool and spa;

c.

Putting green;

d.

Pitch and putt golf course;

e.

Sports court, lawn bowling or horseshoes;

f.

Children's play area with play equipment; and/or

g.

Plaza with nature feature and seating.

10.

Accessory Structure Location

a.

Accessory structures including carports, patio covers, storage buildings and similar structures accessory to a mobile home shall be located no closer than five (5) feet to the boundary of a mobile home space.

b.

Mobile home park accessory buildings and uses serving the entire mobile home park, including recreation facilities, laundry areas, offices and maintenance or storage buildings, shall be located at least fifty (50) feet from the mobile home park property lines.

Access and Access Drives. All mobile home access shall be from a public street, however, access drives within a mobile home park shall be privately owned.

12.

Interior Walkways. An interior walkway system with a minimum width of four (4) feet shall be incorporated into the project for the purpose of providing direct access to and from all individual dwelling units, trash collection areas, parking areas, recreational areas and other common areas.

Laundry Facilities. Laundry facilities shall be provided in one of the following ways:

a.

Common laundry facilities of sufficient number and accessibility consistent with the Uniform Building Code; or

b.

Each mobile home shall be plumbed and wired for a washing machine and dryer.

14.

Recreational Vehicle Storage. CC&Rs shall be required prohibiting the storage of recreational vehicles on the unit space. Recreational vehicle storage areas, fully screened from view of the public and private streets, may be provided within the mobile home park only when such facilities are located a minimum of forty (40) feet from a street or adjacent residential district and ten (10) feet from any other property line.

15.

Drainage and Flood Hazard. Mobile home parks shall meet the requirements of Municipal Code Chapter 9.62, as it relates to flood hazards.

9.30.040 - Existing Mobile Home Parks (Amended Ord. 350)

Mobile home parks existing at the time of the adoption of this Code which do not comply with its provisions may continue to operate subject to the provisions contained in Chapter 9.07, Nonconforming Uses and Structures, of this Code.

9.30.050 - Mobile Home Park Signs (Amended Ord. 350)

Signs shall be provided in accordance with Chapter 9.74, Signs and Advertising Displays, of this Code.

9.30.060 - Performance Surety (Amended Ord. 350)

Lots or mobile home spaces shall not be subdivided unless a corporation, homeowners' association, assessment district or other approved appropriate entity has been legally formed with the right to operate and maintain all of the Mobile Home Park's common areas outside of the park perimeter walls including, but not limited to, open space, landscaping or slope maintenance. Covenants, Conditions and Restrictions (CC&Rs) may be developed and recorded for the development subject to review and approval of the Town Attorney.
