29.- BUILDING PERMITS
No site preparation or building construction for any building, structure or wireless communication facility shall be commenced without first obtaining a building permit.

All applications for building permits shall be accompanied by two (2) copies of a site plan drawn to scale showing the actual dimensions of the lots to be built upon, the size of the building(s), structures or wireless communication facilities to be erected, and the location of the building(s), structures or wireless communication facilities on the lot(s) or tract(s) with reference to the legally established property lines and such information as may be necessary to provide for the enforcement of section 26-22.5.

All applications for building permits shall be reviewed by the planning director to determine whether or not the proposed construction will require the installation or construction of public improvements, such as street paving, curbs, gutters, sidewalks, drainage facilities or other public improvements.
If the planning director determines that the proposed construction makes necessary any such public improvements, the planning director shall so inform the building official, and in such event, a condition shall be inserted in the building permit which shall require the construction of such public improvement(s) by the permittee, and the dedication thereof to the city prior to the issuance of a certificate of occupancy. The cost of any such improvement shall be borne by the permittee, and the construction thereof shall be at the sole cost, risk and expense of the permittee, subject to the provisions of any applicable city ordinance, regulation or policy. All such improvements are to be constructed in full compliance with the City of Lafayette engineering regulations, practices, design standards and construction specifications.

No building permit shall be issued for the construction of any of the following types of buildings or structures until a site plan and architectural application is submitted and approved in accordance with the provisions of sections 26-16-7 and 26-17-9 of this chapter:
(1)
New residential, commercial or industrial buildings or structures;
(2)
Detached garages for new or existing residential buildings or structures; and
(3)
Additions to existing residential, commercial or industrial buildings or structures.
