40 MHP MANUFACTURED HOME PARK DISTRICT

13.40.010 Description

The MHP Manufactured Home Park District is primarily characterized by an environment of manufactured home dwelling units.

13.40.020 Purpose

The purpose of the MHP Manufactured Home Park District is to provide for manufactured home uses in an appropriate, safe, sanitary, and attractive environment. This district establishes regulations for the development of sites for manufactured homes.

13.40.030 Special Requirements

  1. No manufactured home for residential purposes shall be permitted within any manufactured home park unless the manufactured home park is or has been approved by the State, in accordance with Minn. Stats. §§ 327.14--327.29, as amended, and Minn. R. Ch. 4630.
  2. Manufactured homes shall not be used for residential purposes in the City if they:
    1. Do not conform to the requirements of the vehicle code of the State of Minnesota.
    2. Have an exterior in bad repair.
    3. Are structurally unsound and do not protect the inhabitants against all elements.
    4. Are in an unsanitary condition or do not have adequate sewage facilities as required by the City Council in accordance with regulations.
  3. No tents shall be used for other than recreational purposes in a manufactured home park.
  4. Access to manufactured home parks shall be as approved by the City.
  5. The area beneath a manufactured home shall be enclosed except that such enclosure must have access for inspection. Materials used for enclosure shall be of a non-flammable nature.
  6. Where the manufactured home park is dependent it shall have an adequate central community building with the following features:
    1. Laundry drying areas and machines.
    2. Laundry washing machines.
    3. Showers.
    4. Public toilets and lavatories.
    5. Tornado/storm shelter, with a nearby parking lot area for overflow parking.
    6. Such buildings shall have central heating and be maintained in a safe, clean, and sanitary condition.

13.40.040 Site Performance Standards

  1. Minimum lot size: 5,000 square feet (0.11 acre).
  2. Minimum lot width: 50 feet.
  3. Minimum front yard: 20 feet.
  4. Minimum side yard: Ten feet.
  5. Minimum rear yard: Ten feet.
  6. Maximum building height: One story.
    1. Frontage. Each manufactured home site shall have frontage on an approved roadway and the corner of each manufactured home site shall be marked and each site shall be numbered.
    2. Setbacks.
      1. No unit shall be placed closer than ten feet to its side lot lines nor closer than 20 feet to its front lot line, or within ten feet of its rear lot line.
      2. No unit, or building shall be located within 30 feet of the exterior boundary of any manufactured home park.
    3. Utilities.
      1. All manufactured homes shall be connected to a public water and sanitary sewer system.
      2. All utility connections shall be as approved by the City.
      3. All utilities shall be underground; there shall be no overhead wires or supporting poles except those essential for street or other lighting purposes.
      4. The method of garbage, waste, and trash disposal shall be approved by the City.
      5. The park owner shall pay any required sewer and water connection fees to the City.
    4. Streets.
      1. Streets shall be hard surfaced as approved by the City.
      2. The minimum street widths shall be:

    5. Recreation. All manufactured home parks shall have at least ten percent of the land areas developed for recreational use (tennis courts, children’s play equipment, swimming pool, golf green, etc.) developed and maintained at the owner/operator’s expense.
    6. Lighting. Artificial light shall be maintained during all hours of darkness in all buildings containing public toilets, laundry equipment, and other facilities when open for use.
    7. Drainage. All manufactured home parks shall be provided with adequate drainage facilities as approved by the City.
    8. Storage buildings. The maximum size of accessory storage buildings in the R-3 District shall not exceed 120 square feet of a seven-foot sidewall or ten feet ridge height. All buildings shall be securely anchored and built with materials that will visually match their corresponding manufactured home.
    9. Anchoring and support systems. The provisions made for anchoring systems shall be based on the regulations outlined by the Minnesota Department of Labor and Industry.

  2. Family day care home.
  3. Public service and utilities.
  4. Private garage.

13.40.060 Conditional Uses

  1. Group/multiple-family day care center.
  2. Transit stop.
  3. Active outdoor recreational.
  4. Indoor institutional.
  5. Outdoor commercial entertainment.

13.40.070 Parking Requirements

  1. See PCC 13.100.010.
  2. Each manufactured home site shall have off-street parking space for two automobiles and these parking spaces shall be hard surfaced.
  3. Access drives off roads to all parking spaces and home sites shall be hard surfaced.
