16 A-O AGRICULTURAL-OPEN SPACE DISTRICT

13.16.010 Description

The A-O Agricultural-Open Space District is primarily characterized by agricultural and/or forestry uses and other such uses normally carried on in non-urban areas.

13.16.020 Purpose

The Agricultural-Open Space (A-O) District is intended to provide a district which will:

  1. Allow suitable areas of the City to be retained and utilized, for farm and/or forestry uses or as natural or recreational open space;
  2. Prohibit scattered commercial and industrial uses in the City of Pine City and to prohibit any other use which would substantially interfere with the efficient development of land for more urban uses as the City of Pine City expands; and
  3. Promote orderly development, and to discourage any use which, because of its character or size, would create unusual requirements or costs for public services such as police and fire protection, public water supply and sanitary sewers before such services can be expanded or developed efficiently in the course of normal development of the City of Pine City.

13.16.030 Special Requirements

Agricultural uses shall be subject to Minnesota Pollution Control Standards. Parcels under one acre in size cannot be zoned for agricultural-open space. Should a subdivision of a parcel or property be requested to divide a parcel into a parcel or parcels under one acre in size, all parcels under one acre shall be required to be rezoned to a more suitable zoning classification at the time of subdivision. Should a request not be made, the City has the authority to rezone the parcels under one acre of size to a more suitable zoning classification.

13.16.040 Site Performance Standards

  1. Minimum lot size:
    1. Sewered: 43,560 square feet (one acre).
    2. Unsewered: 65,340 square feet (1.5 acre).
  2. Minimum lot width: 150 feet.
  3. Minimum front yard: 30 feet.
  4. Minimum side yard: 20 feet.
  5. Minimum rear yard: 20 feet.
  6. Maximum building height: 2.5 stories.

13.16.050 Permitted Uses

  1. Single-family, detached residential.
  2. Agricultural operations and/or agricultural product sales.
  3. Bed and breakfast establishment.
  4. Family day care home.
  5. Outdoor institutional.
  6. Passive outdoor recreational.
  7. Public service and utilities.
  8. Private garage.
  9. Active outdoor recreational.
  10. Winery.

13.16.080 Buffer Yard Requirements

13.16.090 Movable Tiny Home Community Regulations

  1. The minimum size of a movable tiny home community shall be 5 acres.
  2. The maximum number of movable tiny homes in a community shall be 5 per acre.
  3. Minimum dimensions of a site for placement of a movable tiny home shall be 25 feet wide by 40 feet long.
  4. Each movable tiny home shall be separated from other movable tiny homes by a yard not less than 15 feet wide.
  5. Parking shall be provided in accordance with Section 13.04.010 of this chapter.
  6. Lot frontage may be calculated off either a public or private road and shall be so designated in the conditional use permit.
  7. A movable tiny home community shall have a minimum buffer of 10 feet from adjoining landuses, and may be up to 25 feet depending on site specific conditions. The buffer will be amixture of evergreen and deciduous trees, and may also include bushes and shrubs as may be determined as part of a conditional use permit.
  8. Provide a storm shelter plan for residents.
