28 R-2 ONE- AND TWO-FAMILY RESIDENTIAL DISTRICT

13.28.010 Description

The R-2 (One- and) Two Family Residential District primarily characterized by an environment of low to medium density residential uses consisting of one and two- family residential dwellings, including tiny homes, along with other related facilities such as schools and churches.

13.28.020 Purpose

The purpose of the R-2 (One- and) Two-Family Residential District is to promote stable, quality, multiple-occupancy residential development at slightly increased densities. Individual ownership of the two-family or duplex units is encouraged. This district may include neighborhoods or, when in accordance with the intent of the Comprehensive Plan, may provide a buffer or transition district between lower density residential areas and higher or nonresidential areas, or major thoroughfares.

13.28.030 Special Requirements

  1. A single-family dwelling may be converted to one-bedroom apartments at the ratio of one for every 600 square feet of floor area in each dwelling before conversion, exclusive of basement, and shall be in accordance with the Minnesota Uniform Building Code.
  2. Stationary tiny homes are permitted in the R-2 District if the proposed home meets the following criteria:
    1. Has at least 100 square feet of first floor interior living space.
    2. Is limited to a maximum height of 18 feet.
    3. Has one lateral dimension of at least 20 feet
    4. Is permanently set on a foundation or bolted to a floating slab.
    5. Incorporates design features and materials typically used for houses, such as siding or roofing materials, pitched roofs, eaves, residential windows, and connections to water, sewer, and electricity.

13.28.040 Site Performance Standards

  1. Minimum lot size: 4,350 square feet (0.1 acre)
  2. Minimum lot width: 50 feet
  3. Minimum Front Yard: 20 feet
  4. Minimum side yard: Ten feet.
  5. Minimum rear yard: 15 feet.
  6. Maximum building height: 2.5 stories.

13.28.070 Parking Requirements

  1. See PCC 13.100.010.
  2. Any garage, parking space, and/or carport shall be utilized only for the parking and/or storage of licensed and operable passenger cars and trucks not to exceed a gross capacity of 30,000 pounds as regulated by this chapter. The garage may be used for the storage of one commercial vehicle owned or operated by a resident of the dwelling unit if sufficient off-street parking in compliance with this chapter is available elsewhere on the property.
