CHAPTER 18

32 R-A RESIDENTIAL ESTATE DISTRICT

18.32.010: APPLICABILITY OF PROVISIONS:

The regulations set out in this chapter shall apply in the R-A Residential Estate Districts. (Ord. 1000 § 14.00, 1955)

18.32.020: PERMITTED USES:

   A.   In the R-A District, no building, structure or land shall be used, and no building or structure shall be hereafter erected, structurally altered or enlarged, except for the following purposes.
   B.   Permitted uses include:
      Uses permitted in the A-2 Agricultural District, provided the area of the lot is not less than that required in the A-2 District.
      Churches, subject to a conditional use permit.
      Community Care Facility, licensed or unlicensed, for up to six (6) persons.
      Employee housing for up to six (6) persons, as defined in chapter 18.08 of this title.
      Home occupations, as defined in chapter 18.08 of this title, and subject to the provisions of chapter 18.160 of this title.
      Keeping of horses, provided that stables and corrals for horses are kept not less than forty feet (40') from dwellings on the property and not less than forty feet (40') from side property lines and streets, and not less than one hundred feet (100') from all other structures used or intended for human occupancy, and not less than one hundred feet (100') from a future residential building site, and not less than one hundred feet (100') from a public park or schools, and further:
         1.   Evergreen planting screens, or other protective devices, may be required on property lines when minimum distances are used, and further
         2.   No grazing shall be permitted in any required yard, and further
         3.   Lot area for one horse shall not be less than twenty five thousand (25,000) square feet, with fifteen thousand (15,000) square feet additional lot area for each additional horse, and further
         4.   No more than three (3) horses may be kept on any lot or parcel, subject to the housing provisions of this use.
      Private greenhouses or horticultural collections incidental to the residential use of the premises.
      Public schools, parks and playgrounds, subject to review and approval by the commission.
      Single-family residential use, not more than one dwelling unit per lot.
      Supportive and transitional housing for up to six (6) persons intended to serve the target population, as defined in chapter 18.08 of this title. (Ord. 2985, 2025: Ord. 1000 § 14.10, 1955)

18.32.025: ACCESSORY USES:

Private residential recreation court, subject to approval of a permit in accordance with chapter 18.156 of this title. (Ord. 2881 §4, 2019: Ord. 2861, 2018)

18.32.030: PROPERTY DEVELOPMENT STANDARDS:

Property development standards for the R-A District are set out in sections 18.32.040 through 18.32.120 of this chapter. (Ord. 1000 § 14.20, 1955)

18.32.040: LOT AREA:

   A.   Minimum lot area in the R-A District is twenty thousand (20,000) square feet.
   B.   Any land parcel with an average cross slope of fifteen percent (15%) or greater is subject to slope density requirements of chapter 18.138, "HD Hillside Development District", of this title. (Ord. 2050 § 2, 1988: Ord. 1000 § 14.20(A), 1955)

18.32.050: LOT DIMENSIONS:

Minimum lot dimensions in R-A Districts:
   A.   One hundred feet (100') in width;
   B.   One hundred twenty feet (120') in depth. (Ord. 1000 § 14.20(B), 1955)

18.32.060: DENSITY OF DEVELOPMENT:

Maximum population density in R-A Districts is one dwelling unit per lot. (Ord. 1000 § 14.20(C), 1955)

18.32.070: MAXIMUM COVERAGE:

Maximum coverage by structures in R-A Districts is twenty percent (20%) of the lot area. (Ord. 1000 § 14.20(D), 1955)

18.32.080: BUILDING HEIGHT:

Maximum building height in R-A Districts is two and one-half (21/2) stories or thirty five feet (35'). See section 18.152.030 of this title for exceptions. (Ord. 1000 § 14.20(E), 1955)

18.32.090: FRONT YARD:

In R-A Districts:
   A.   Each lot shall have a front yard extending for the full width of the lot. The yard shall be not less than twenty five feet (25').
   B.   See subsection 18.148.030B of this title for regulations applying to partly built up blocks.
   C.   See subsection 18.148.030D of this title for regulations applying to key lots. (Ord. 1000 § 14.30, 1955)

18.32.100: SIDE YARD:

In the R-A Zone:
   A.   Each lot shall have a side yard on both sides of the main building, of not less than ten feet (10'). Each lot shall have not less than a ten foot (10') level side yard on the garage side. A corner lot shall have the garage adjacent to the interior lot line, with not less than a ten foot (10') level side yard.
   B.   See subsection 18.148.030E of this title for regulations applying to side yards on corner lots.
   C.   See subsection 18.148.030F of this title for regulations applying to side yards on reversed corner lots.

18.32.110: REAR YARD:

For rear yards in the R-A Zone, see section 18.20.150 of this title. (Ord. 1000 § 14.50, 1955)

18.32.115: ACCESSORY BUILDINGS:

For accessory buildings in R-A districts, the provisions of section 18.20.160 of this title shall apply. (Ord. 2985, 2025)

18.32.120: PARKING, FENCES AND SIGNS:

In the R-A District:
   A.   Off street parking: See chapter 18.164 of this title.
   B.   Fences, hedges and walls: See chapter 18.168 of this title.
