CHAPTER 18

128 A-D AIRPORT DISTRICT

18.128.010: PURPOSE OF PROVISIONS:

The following regulations set out in this chapter shall apply in the A-D airport district, which zone is established to provide an area for the exclusive use of airports and related facilities. No building or structure of any type shall be used, erected, structurally altered, enlarged or maintained, and no land shall be used in the airport district, except for the uses and in accordance with the height and area requirements and other regulations hereinafter provided. The regulations and limitations provided herein do not supersede or replace any regulations or limitations governing airports or airfields which have been enacted by state or federal agencies, but are in addition to any such regulations and limitations. 18.128.020: PERMITTED USES:

In the A-D district, site plans for new buildings shall be submitted to the commission for review and approval. Buildings, structures and land shall be used, and buildings and structures shall hereafter be erected, altered or enlarged only for the following uses:
Aircraft associated activities:
Aerial crop dusting and spraying enterprises.
Aerial firefighting enterprises.
Aerial photo and surveying enterprises.
Air freight warehouse.
Aircraft sales enterprises.
Flying school and/or flying club administrative and classroom facilities.
Packaging and packing of perishable products for air transportation.
Preparation of chemical fire retardants and insecticides, as required for aerial firefighting and crop dusting enterprises.
Aircraft maintenance activities:
Aircraft communication equipment and instrument repair.
Aircraft electrical systems repair.
Aircraft engine repair.
Aircraft hydraulic systems repair.
Aircraft modification and repair.
Aircraft manufacturing and assembly, including the manufacture of aircraft component parts.
Airports, airfields, helicopter fields or ports, landing or takeoff strips or runways, and similar facilities used as fields or ports for airplanes, helicopters, dirigibles, balloons or other airborne machines and equipment.
Buildings, improvements and activities primarily related to the operation of the airport facility, such as hangars, air terminal buildings, and operations towers. (Ord. 1000 § 31.51(A), 1955)

18.128.030: SIMILAR USES PERMITTED BY COMMISSION DETERMINATION:

In A-D districts, the commission may, by resolution, permit any other uses which it may determine to be similar to those listed in section 18.128.020 of this chapter, in conformity with the intent and purpose of this zone, and not more obnoxious or detrimental to the public health, safety and welfare, or to other uses permitted in this zone. 18.128.040: USES SUBJECT TO COMMISSION REVIEW AND APPROVAL:

Uses permitted subject to commission review and approval in the A-D zone include:
Air ambulance hospital facility.
Auto rental agencies.
Motel.
Public transportation terminals and facilities.
Restaurant. (Ord. 1000 § 31.51(C), 1955)

18.128.050: CONDITIONAL USES:

The following uses may be permitted in the A-D zone subject to approval of a conditional use permit, as provided in chapter 18.192 of this title:
Automobile gasoline service station. (Ord. 1000 § 31.51(D), 1955)

18.128.070: PROPERTY DEVELOPMENT STANDARDS:

Property development standards for the A-D zone shall be as set forth in sections 18.128.080 through 18.128.170 of this chapter. (Ord. 1000 § 31.53, 1955)

18.128.080: LOT AREA:

Each lot in the A-D zone shall have a minimum area of five thousand (5,000) square feet. (Ord. 1000 § 31.53(A), 1955)

18.128.090: LOT DIMENSIONS:

In the A-D zone:
   A.   Each lot shall have a minimum width of fifty feet (50');
   B.   Each lot shall have a minimum depth of one hundred feet (100'). (Ord. 1000 § 31.53(B), 1955)

18.128.100: BUILDING HEIGHT:

In A-D zones, buildings and structures shall be no higher than forty five feet (45'), provided that no structure shall be constructed to any height determined to be an obstruction to air navigation by the regulations of the United States of America federal aviation agency. (Ord. 1000 § 31.53(C), 1955)

18.128.110: YARDS:

Yards in the A-D zone shall be as follows:
   A.   Front: Ten feet (10') minimum;
   B.   Side: None;
   C.   Rear: None;
   D.   Exception: All setbacks shall be a minimum of twenty five feet (25') from any property line adjacent to, or across the street from any residential zone. (Ord. 1000 § 31.53(D), 1955)

18.128.120: WALLS, FENCES AND LANDSCAPING:

For walls, fences and landscaping in the A-D zone, the provisions of chapter 18.168 of this title shall apply. (Ord. 1000 § 31.53(E), 1955)

18.128.130: MAXIMUM COVERAGE:

Lot area coverage by buildings or structures in the A-D zone shall not exceed fifty percent (50%) of the total lot area. (Ord. 1000 § 31.53(F), 1955)

18.128.140: OFF STREET PARKING:

For off street parking in the A-D zone, the provisions of sections 18.164.140 through 18.164.320 of this title shall apply. (Ord. 1000 § 31.53(G), 1955)

18.128.150: OFF STREET LOADING:

For off street loading in the A-D zone, the provisions of sections 18.164.330 through 18.164.340 of this title shall apply. (Ord. 1000 § 31.53(H), 1955)

18.128.160: SIGNS:

   A.   The applicable provisions of the Redlands sign code shall apply in the A-D zone. In addition, no flashing, rotating or moving signs are permitted. No lighted sign shall have such an intensity, color or shape as may interfere with or endanger flight operations by causing confusion with official lighting, as determined in the discretion of the airport commission.
   B.   The following signs shall be permitted:
      1.   Signs indicating the name and nature of the occupancy. Such signs shall be attached to the building parallel to the face of the building in which the occupancy is located. Such signs shall not exceed one hundred fifty (150) square feet in area, with a maximum of one sign per individual use;
      2.   "For rent", "for lease", and "for sale" signs posted on the building or premises being sold, rented or leased. Such signs shall not exceed six (6) square feet in area;
      3.   Directional signs related to the location of buildings or activities on the airport. Such directional signs shall not exceed six (6) square feet in area;
      4.   One freestanding directory sign with a maximum total area of one hundred (100) square feet. Such a sign shall indicate thereon only the name of the airport and the names of the buildings, occupants or activities located on the airport, together with their locations;
      5.   Signs erected or painted upon the runway, taxiways and parking aprons, in accordance with FAA regulations, for the specific uses of air navigation and ground traffic flow. (Ord. 1000 § 31.53(I), 1955)

18.128.170: OUTDOOR STORAGE AND WASTE DISPOSAL:

   A.   Outdoor storage and activities associated with permitted uses shall be entirely enclosed on the front setback line by building walls, or by a solid masonry wall not less than six feet (6') in height. On all other property lines, such uses shall be enclosed by a six foot (6') wall or by screen landscaping not less than eight feet (8') in height, in addition to a fence not less than six feet (6') in height, of chainlink or other similar material, to screen stockpiles from external boundaries of the property. Items shall not be stacked or stored higher than six feet (6').
   B.   The storage of combustible materials shall be not less than twenty feet (20') from any interior lot line, and a roadway shall be provided, graded, surfaced and maintained from the street to the rear of the property to permit free access of firetrucks at any time.
   C.   No materials or wastes shall be deposited upon a lot in such form or manner as may result in removal from the lot by natural causes or forces. All waste materials shall be stored in an enclosed area and shall be accessible to service vehicles.
   D.   Wastes which might cause fumes or dust or which constitute a fire hazard or which may be edible by or otherwise be attractive to rodents or insects shall be stored only in closed containers in required enclosures. (Ord. 1000 § 31.53(J), 1955)

18.128.180: PERFORMANCE STANDARDS GENERALLY:

All uses in the A-D zone shall comply with the limitations or performance standards set forth in sections 18.128.190 through 18.128.230 of this chapter. (Ord. 1000 § 31.54, 1955)

18.128.190: FIRE AND EXPLOSION HAZARDS:

In A-D zones, all storage activities involving flammable and explosive materials shall be provided with adequate safety devices against the hazard of fire and explosion, and adequate firefighting and fire suppression equipment and devices standard in industry. All incineration is prohibited. (Ord. 1000 § 31.54(A), 1955)

18.128.200: RADIO INTERFERENCE OR ELECTRICAL DISTURBANCES:

In the A-D zone, devices which radiate radio frequency energy shall be so operated as not to cause interference with aircraft, electronic navigation and communication equipment, or any activity carried on beyond the boundary line of the property on which the device is located. "Radio frequency energy" is electromagnetic energy at any frequency in the radio spectrum between ten (10) kilocycles and three million (3,000,000) megacycles. (Ord. 1000 § 31.54(B), 1955)

18.128.210: SMOKE EMISSION:

In the A-D zone, smoke emission shall be controlled in accordance with standards and regulations established by the air pollution control board. (Ord. 1000 § 31.54(C), 1955)

18.128.220: DUST, HEAT AND GLARE EMISSIONS:

In the A-D zone:
   A.   Every use shall be so operated that it does not emit dust, heat or glare in such quantities or degree as to be readily detectable on any boundary line of the lot on which the use is located;
   B.   Glare from arc welding, acetylene torch cutting or similar processes shall be performed so as not to be seen from any point beyond the outside of the property. (Ord. 1000 § 31.54(D), 1955)

18.128.230: ODORS AND GASES:

In the A-D zone:
   A.   Odor: The emission of obnoxious odors of any kind shall not be permitted.
   B.   Gas: No gas shall be emitted which is deleterious to the public health, safety or general welfare. (Ord. 1000 § 31.54(E), 1955)
