CHAPTER 18

96 C-4 HIGHWAY COMMERCIAL DISTRICT

18.96.010: PURPOSE OF PROVISIONS:

   A.   The purpose of the C-4 zone is to provide for the development of commercial enterprises adjacent to the major thoroughfares of the community.
   B.   The regulations set forth in the C-4 zone are intended to maintain efficient traffic circulation with commercial development. High property development standards will enhance the visual qualities of the major thoroughfares, thus improving the general appearance of the community.
   C.   The following regulations, set out in this chapter, shall apply to all uses in the C-4 highway commercial district. (Ord. 1000 § 26.00, 1955)

18.96.020: GENERAL PROVISIONS AND RESTRICTIONS:

In the C-4 zone:
   A.   All lots in this district, in order to be used for the purposes set forth in this section, must have their main buildings facing on the highway upon which the zoning district is established.
   B.   All buildings erected, constructed or established shall be entirely new and complete structures designed for commercial purposes only, except as provided for in subsection E of this section.
   C.   Site plans and elevations for all new construction and/or additions shall be submitted to the planning commission for review and approval.
   D.   Alleys may be required by the planning commission.
   E.   A structure originally designed as a residence, or as an accessory to a residence, may be used for a retail business or professional use under the conditions provided for in chapter 18.156, article VI of this title.
   F.   No business or professional building shall be erected, constructed or established on the same lot together with a building originally designed as a residence, or as an accessory to a residence, except as provided in subsection E of this section.
   G.   All uses shall be conducted within a completely enclosed building, except as follows:
      1.   Off street parking and loading areas;
      2.   Automobile service stations;
      3.   The open storage of materials, products, and equipment, when such storage is enclosed by a fence, wall, buildings, or other means adequate to conceal such storage from view from adjoining property or the public street. However, this requirement shall not apply to the display of products or equipment offered for sale or rental, providing the display is maintained in a neat and orderly manner. 18.96.030: USES GENERALLY:

In C-4 zones, no building, structure or land shall be used, and no building or structure shall be hereafter erected, structurally altered or enlarged, except for the purposes set out in sections 18.96.040 through 18.96.070 of this chapter. (Ord. 1000 § 26.20, 1955)

18.96.040: PERMITTED USES:

Principal permitted uses in C-4 zones are:
Uses permitted in the C-1, C-2 and C-3 zones.
Motels.
Retail stores:
Automobile sales and service establishments of new or used vehicles, where sales, display, storage and repair work are conducted within completely enclosed buildings.
Commercial greenhouses.
Drive-in stores, such as cleaner, liquor, milk and food.
Electrical apparatus and equipment.
Pest control.
Public scales.
Taxidermy.
Wedding chapels.
Service stations; all merchandise must be displayed within the building or under canopy cover. (Ord. 2824, 2015)

18.96.050: ACCESSORY USES:

The following accessory uses are permitted in the C-4 zone:
Those accessory uses and structures customarily appurtenant to a permitted use, such as incidental storage facilities. (Ord. 1000 § 26.10(B), 1955)

18.96.060: SIMILAR USES PERMITTED BY COMMISSION DETERMINATION:

18.96.070: CONDITIONAL USES:

The following uses may be permitted in the C-4 zone subject to approval of a conditional use permit:
Uses permitted with a conditional use permit in the C-3 zone.
Uses listed in chapter 18.192 of this title.
Ambulance service.
Animal hospitals.
Drive-in stores, such as milk and food, with alcohol beverage sales.
Massage establishment in accordance with title 5, chapter 5.28 of this code.
Personal services in accordance with title 5, chapter 5.28 of this code.
Self-storage or mini-storage facilities on a project site with a minimum size of five (5) acres.
Service stations with alcohol beverage sales; all merchandise must be displayed within the building or under canopy cover.
Tire recapping in conjunction with sales (not more than 3 molds). (Ord. 2951, 2022: Ord. 2824, 2015)

18.96.090: PROPERTY DEVELOPMENT STANDARDS:

The following property development standards, set out in sections 18.96.100 through 18.96.220 of this chapter shall apply to all land and buildings in the C-4 zone. (Ord. 1000 § 26.30, 1955)

18.96.100: LOT AREA:

No requirements. (Ord. 1000 § 26.30(A), 1955)

18.96.110: LOT DIMENSIONS:

No requirements. (Ord. 1000 § 26.30(B), 1955)

18.96.120: BUILDING HEIGHT:

There is no height limit in the C-4 zone, except that the relationship between building floor area and lot area shall not exceed four (4) square feet of total floor area for each one square foot of total lot area. The floor area of parking garages and related structures located at or above ground level shall be included in the calculation ratio. (Ord. 1000 § 26.30(C), 1955)

18.96.130: YARDS:

For C-4 zones, the yard provisions of the C-3 district shall apply. (Ord. 1000 § 26.30(D), 1955)

18.96.140: WALLS AND LANDSCAPING:

For walls and landscaping in C-4 zones, the provisions of chapter 18.168 of this title shall apply. (Ord. 1000 § 26.30(E), 1955)

18.96.150: ACCESS TO STREET:

All lots in the C-4 zone shall have access on a dedicated and improved street. (Ord. 1000 § 26.30(F), 1955)

18.96.160: MAXIMUM COVERAGE:

In C-4 zones, the area covered by buildings or structures shall not exceed fifty percent (50%) of the total lot area. Exceptions may be granted by the commission where underground, multilevel or covered parking is provided. (Ord. 1000 § 26.30(G), 1955)

18.96.170: OFF STREET PARKING:

For off street parking in the C-4 zone, the provisions of sections 18.164.140 through 18.164.320 of this title shall apply. (Ord. 1000 § 26.30(H), 1955)

18.96.180: OFF STREET LOADING:

For off street loading in the C-4 zone, the provisions of sections 18.164.330 and 18.164.340 of this title shall apply. (Ord. 1000 § 26.30(I), 1955)

18.96.190: SIGNS:

For signs in the C-4 zone, the provisions of the Redlands sign code shall apply. In addition, the maximum area of any sign facing a residential zone shall be seventy five (75) square feet. (Ord. 1000 § 26.30(J), 1955)

18.96.200: OUTDOOR STORAGE, USES AND WASTE DISPOSAL:

For outdoor storage, uses and waste disposal in the C-4 zone, the provisions of the C-3 district shall apply. (Ord. 1000 § 26.30(K), 1955)

18.96.210: LIGHTING FACILITIES:

Lighting facilities in the C-4 zone shall be arranged in a manner which will protect the highway and neighboring properties from direct glare or hazardous interference of any kind. (Ord. 1000 § 26.30(L), 1955)

18.96.220: NOISE CONTROL:

When the C-4 zone use adjoins a residential district, all noise producing equipment, such as compressors, heating and air conditioning units, etc., shall be insulated or enclosed so as to be inaudible at the property lines. (Ord. 1000 § 26.30(M), 1955)
