CHAPTER 18

64 A-P ADMINISTRATIVE AND PROFESSIONAL OFFICE DISTRICT

18.64.010: PURPOSE OF PROVISIONS:

   A.   The purpose of the A-P administrative and professional office district zone is to provide for the development of business and professional offices which, by nature of their operation and normal business hours, are compatible with residential uses within and adjacent to the district.
   B.   The regulations set forth in the A-P zone are intended to encourage a high standard of development which will improve the overall quality of the community.
   C.   The following regulations, set out in this chapter, shall apply to all uses in the A-P administrative professional district. (Ord. 1000 § 21.00, 1955)

18.64.020: USES GENERALLY:

In the A-P zone:
   A.   A structure originally designed as a residence, or as an accessory to a residence, may be used for a business or professional use under the conditions as provided for in chapter 18.156, article VI of this title.
   B.   No business or professional building shall be erected, constructed or established on the same lot together with a building originally designed as a residence.
   C.   All uses, except parking and loading, shall be conducted within a completely enclosed building.
   D.   Alleys may be required by the commission. (Ord. 1000 § 21.10, 1955)

18.64.030: PERMITTED USES AND CONDITIONAL USES:

In the A-P zone, no building, structure or land shall be used, and no building shall hereafter be erected, structurally altered or enlarged, except for the following purposes:
   A.   Residential uses:
      1.   Uses permitted in the R-3 zone, subject to the regulations of the R-3 zone.
      2.   Low-Barrier Navigation Center (defined in Gov. Code Section 65660), subject to the provisions of chapter 18.156, Article XIII, of this title.
      3.   Supportive and transitional housing intended to serve the target population, as defined in chapter 18.08 of this title.
   B.   Business and professional offices:
      Accounting, auditing and bookkeeping services.
      Administrative headquarters.
      Architectural and engineering services.
      Business and management consulting services.
      Business associations.
      Federal, state, county and local government offices.
      Insurance offices.
      Law offices.
      Photographic studios.
      Professional membership associations.
      Real estate offices.
      Secretarial and clerical services.
      Travel agencies.
   C.   Medical and health services:
      Chiropractors.
      Day spas.
      Dentists and oral surgeons.
      Medical, dental and biological laboratories and therapeutic clinics.
      Medical massage therapy, provided:
         1.   A minimum of eighty percent (80%) of the establishment's clients are from referrals by state licensed healthcare providers,
         2.   The establishment's records are kept on the premises and made accessible to the city upon request for compliance with item 1 of this use.
      Optometrists.
      Physicians and surgeons.
   D.   Uses permitted by conditional use permit:
      Charitable organizations.
      Libraries.
      Mixed residential and nonresidential uses; provided the following items are to be included in the submittal of:
         1.   A statement or plan setting forth the maximum number of employees. The number of employees may not be increased unless the applicant applies for a revised conditional use permit.
         2.   A parking plan or layout indicating that:
            a.   Parking for the residential unit(s) shall be provided on site in addition to that required for the office use(s) or by evidence of an agreement for off site parking acceptable to the city.
            b.   On site parking is prohibited in the front setback area.
         3.   Proposed signage.
      Mortuaries.
      Museums and art galleries.
      Places of worship.
      Prescription and pharmacy services.
      Social and fraternal organizations. (Ord. 2985, 2025: Ord. 2788, 2013)

18.64.050: PROPERTY DEVELOPMENT STANDARDS:

The provisions of the R-3 district shall apply for all residential uses in the A-P zone. The following property development standards set out in sections 18.64.060 through 18.64.160 of this chapter shall apply to all uses of land and buildings other than residential in the A-P zone. 18.64.060: LOT AREA:

Each lot in the A-P zone shall have a minimum area of ten thousand (10,000) square feet. (Ord. 1000 § 21.40(A), 1955)

18.64.070: LOT DIMENSIONS:

In the A-P zone, each lot shall have a minimum width of eighty feet (80') and a minimum depth of one hundred twenty feet (120'). (Ord. 1000 § 21.40(B), 1955)

18.64.080: BUILDING HEIGHT:

There is no maximum building height in the A-P zone. (Ord. 1000 § 21.40(C), 1955)

18.64.090: YARDS:

For yards in the A-P zone, the provisions of the R-3 district shall apply, except, when an entirely new building is constructed for administrative professional office uses only, the rear yard may be reduced to not less than five feet (5'). The rear yard shall be increased two and one-half feet (21/2') in depth for every story above the second story. (Ord. 1000 § 21.40(D), 1955)

18.64.100: FENCES, LANDSCAPING AND WALLS:

For walls, fences and landscaping in the A-P zone, the provisions of chapter 18.168 of this title shall apply. (Ord. 1000 § 21.40(E), 1955)

18.64.110: ACCESS TO STREET:

In the A-P zone, each lot shall have a minimum of fifty feet (50') of access on a dedicated and improved street. (Ord. 1000 § 21.40(F), 1955)

18.64.120: MAXIMUM COVERAGE:

Maximum coverage in the A-P zone shall be sixty percent (60%) of the total lot area for one- and two-story structures. For three- story structures, maximum coverage shall be fifty percent (50%) of the total lot area. For structures over three (3) stories in height, the maximum coverage shall be forty percent (40%) of the total lot area. (Ord. 1000 § 21.40(G), 1955)

18.64.130: OFF STREET PARKING:

For off street parking in the A-P zone, the provisions of sections 18.164.140 through 18.164.320 of this title shall apply. (Ord. 1000 § 21.40(H), 1955)

18.64.140: SIGNS:

For signs in the A-P zone, the provisions of the Redlands sign code shall apply. (Ord. 1000 § 21.40(H), 1955)

18.64.150: STORAGE AND TRASH AREAS:

All storage and trash areas in the A-P zone shall be located within enclosed areas completely screened from public view. (Ord. 1000 § 21.40(J), 1955)

18.64.160: SITE PLAN REVIEW:

In the A-P zone, site plans and elevations for all new construction and/or additions, except single-family residential, shall be submitted to the commission for review and approval. (Ord. 1000 § 21.40(K), 1955)
