No major subdivision shall receive preliminary approval and no major site plan shall receive preliminary approval until an environmental impact statement shall have been submitted to and approved by the Rockaway Township Planning Board pursuant to Chapter 21 of the Code of the Township of Rockaway, New Jersey.
