All applications for minor subdivision approval filed with the Planning Board shall be reviewed by the Minor Subdivision Committee prior to those applications being presented to the Board in order to determine compliance with the ordinances of the Township of Rockaway and the statutes of the State of New Jersey as they pertain to land development.

Within 30 days of receipt of the plat, the Committee shall issue to the Planning Board a written report which will advise the Board whether or not the Committee, in its opinion, determines that the application is in compliance with the ordinances of the Township of Rockaway and the laws of the State of New Jersey as they pertain to land development.

Further, the Committee shall offer its opinion as to the acceptability of the plan of land development presented by the applicant.

Notwithstanding any other provision of this chapter, the Committee's power and authority shall be limited to recommendation to the entire Board for action or final decision.
