Charitable, philanthropic, fraternal and religious nonprofit organizations holding a tax exempt status under the Federal Internal Revenue Code of 1954 (26 U.S.C. Section 501(c) and (d) are exempt from the payment of any fees under this section. Projects of the Township of Rockaway and the Township Board of Education are exempt from the provisions of this section.
