RFM RESORT FACILITIES MEDIUM DISTRICT
The RFM Resort Facilities Medium District is intended for areas designated within the RFM Resort Facilities Medium land use category on the Future Land Use Maps. Certain other structures and uses required to serve governmental, religious and non-commercial recreational needs of such areas may be permitted, subject to restrictions and requirements intended to preserve the character of such district.

Subject to the provisions or restrictions contained in this section and elsewhere in this Code, permitted uses and structures in the RFM Resort Facilities Medium District are as follows:
(a)
Clinics.
(b)
Clubs, community service.
(c)
Clubs, private.
(d)
Eating and drinking establishments—Bar/lounge, full-service restaurant, limited-service restaurant, or outdoor dining and/or drinking areas that do not provide for outdoor music, subject to section 6.24 of this Code as may be applicable.
(e)
Financial institutions without drive-through service.
(f)
Kennels without outdoor runs.
(g)
Laundries, self-service.
(h)
Offices.
(i)
Printing and copying services.
(j)
Residential dwellings—Multifamily only.
(k)
Retail sales.
(l)
Services, personal/business.
(m)
Social service agencies.
(n)
Transient accommodations—Bed and breakfast inn, hotel or motel, or resort condominium.

Veterinarians.

(a)
Uses and structures, as regulated in sections 6.12 and 6.13, which are customarily accessory and clearly incidental and subordinate to permitted or permissible uses and structures and are not of a nature prohibited under section 14.5.
(b)
Home occupations, subject to the conditions set forth in section 6.5 of this Code.
(c)
Docks, including tie poles, in conformance with the provisions of section 6.23 and other applicable codes and ordinances of the city, county or state.
(d)
Temporary structures under the provisions of section 6.11, Supplemental Regulations, of this Code.

Subject to the provisions or restrictions contained in this section and elsewhere in this Code, allowable conditional uses in the RFM Resort Facilities Medium District are as follows:
(a)
Assisted living facilities.
(b)
Places of worship.
(c)
Commercial developments with a gross square footage of greater than 25,000.
(d)
Commercial water sports, non-motorized vessels of 16 feet or less in length only.
(e)
Communications facilities.
(f)
Daycare centers/kindergartens.
(g)
Docks, commercial—Classes A, B and C.
(h)
Eating and drinking establishment—Fast food, beach bar, outdoor dining and/or drinking areas that provide for outdoor music, or roof dining and/or drinking areas, subject to section 6.24 of this Code as may be applicable.
(i)
Financial institutions with drive-through service.
(j)
Laundry, dry cleaning.
(k)
Parking lots, commercial and/or off-premises.
(l)
Recreational—Commercial recreation; public parks and/or recreational facilities.
(m)
Recycling centers.
(n)
Schools—Public, private and/or commercial.
(o)
Utility substations and/or rights-of-way.
(p)
Vessel for hire businesses.

All uses and structures not of a nature specifically or provisionally permitted herein are hereby prohibited in the RFM Resort Facilities Medium District.
Any use which has been determined under the provisions of Chapter 46 of the Code of Ordinances to be potentially noxious, dangerous or offensive to residents of the district or to those who pass by on public roadways or likely for other reasons to be incompatible with the character of the district, is hereby prohibited in the RFM Resort Facilities Medium District.

The maximum residential density permitted in the RFM Resort Facilities Medium District shall not exceed 15 units per acre. The maximum transient accommodation density permitted shall not exceed 30 transient units. The minimum lot area and width requirements in the RFM Resort Facilities Medium District are as follows:
(a)
Multi-family dwellings.
(1)
Lot area: 2,904 square feet for each dwelling unit, pursuant to section 6.6 of this Code.
(2)
Lot width: 50 feet.
(b)
Transient accommodations.
Hotels and motels:
(1)
Lot area: 1,452 square feet for each hotel or motel unit, plus the required lot area determined under the requirements of section 14.11 for portions of the development allocated to retail sales, office space, restaurants, meeting or conference rooms, fitness facilities and other support facilities pursuant to section 6.6 of this Code.
(2)
Lot width: 50 feet.
Bed and breakfast inns: See section 6.2 of this Code.
Resort condominiums:
(1)
Lot area: 1,452 square feet for each resort condominium unit, plus the required lot area determined under the requirements of section 14.11 for portions of the development allocated to retail sales, office space, restaurants, meeting or conference rooms, fitness facilities and other support facilities pursuant to section 6.6 of this Code.
(2)
Lot width: 50 feet.
(c)
All other uses. The lot area and width requirements stated below shall be considered the minimum standards; however, the requirements may be modified by the city under the site plan review process to fit the specific use.
(1)
Lot area: 5,000 square feet, pursuant to section 6.6 of this Code.
(2)
Lot width: 50 feet.

The minimum yard requirements for principal structures in the RFM Resort Facilities Medium District are as required in this section. No structures shall be permitted seaward of the city's coastal construction and excavation setback line.
(a)
Multi-family dwellings.
(1)
Front yard: 50 feet.
(2)
Secondary front yard: 25 feet.
(3)
Side yard: Ten percent of the lot width; minimum ten feet.
(4)
Rear yard: 20 feet.
(5)
A minimum of 30 percent of the total required yard areas shall be maintained as green space.
(b)
Transient accommodations facilities.
(1)
Front yard: 50 feet.
(2)
Secondary front yard: 25 feet.
(3)
Side yard: Ten percent of the lot width; minimum ten feet.
(4)
Rear yard: 20 feet.
(5)
A minimum of 30 percent of the total required yard areas shall be maintained as green space.
(c)

Shall be in accordance with the requirements of division 23 of the Land Development Code, Off Street Parking and Loading.

All uses shall be landscaped in accordance with the provisions of division 22 of the Land Development Code.

Maximum floor area ratio (FAR) for non-residential uses: 0.65.

The lot area used in the calculation of the maximum impervious surface ratio shall exclude any portion of the property lying Gulfward of the city's coastal construction and excavation setback line.
Maximum impervious surface ratio (ISR) for residential and transient accommodation uses: 0.70.
Maximum impervious surface ratio (ISR) for non-residential uses: 0.85.

Residential equivalent uses shall not exceed an equivalent of 2.0 to 3.0 beds per permitted dwelling unit at 15 units per acre.
