The erection and/or placement of any structure in the public right of way or on city property by any person or group, other than a governmental unit, shall require the processing of a conditional use permit in accordance with chapter 400 of this ordinance. (Ord. 1988-12, 12-19-1988)

As a condition of approval for the erection or placement of a structure in the public right of way or on city property by any party other than a governmental unit, the applicant shall be required to hold harmless the city for any potential liability and shall demonstrate to the city proof of adequate liability insurance.
