CHAPTER 3200

A-2 AGRICULTURAL TRANSITIONAL DISTRICT

3200.1: PURPOSE:

The purpose of the A-2 agricultural transitional district is to provide for hobby farms and large lots, low density single-family detached residential dwelling units and directly related, complementary uses in areas of the city not containing urban services. (Ord. 1988-12, 12-19-1988)

3200.2: PERMITTED USES:

The following are permitted uses in an A-2 district:
Agriculture, farming and truck gardening, except kennels, animal or poultry farms operated for commercial purposes.
Essential services.
Hobby farms.
Public parks and playgrounds.
Single-family detached dwellings. (Ord. 1988-12, 12-19-1988)

3200.3: ACCESSORY USES:

The following are permitted accessory uses in an A-2 district:
Boarding or renting of rooms to not more than one person.
Buildings and structures for the keeping of animals and storage of related equipment pursuant to section 1000.4 of this ordinance.
Home occupations as regulated by chapter 1600 of this ordinance. This includes state licensed daycare facilities serving fourteen (14) or fewer persons in a single-family dwelling provided they comply with the performance standards outlined in subsections 1600.4A and B of this ordinance.
Noncommercial greenhouses and conservatories.
Private garages, parking spaces and carports for licensed and operable passenger cars and trucks not to exceed a gross weight of twelve thousand (12,000) pounds, as regulated by subsection 1200.4F of this ordinance. Private garages are intended for use to store the private passenger vehicles of the family or families resident upon the premises, and in which no business, service or industry is carried on. Such space can be rented to nonresidents of the property for private passenger vehicles and/or noncommercial vehicles, trailers, or equipment if sufficient off street parking in full compliance with this ordinance is provided elsewhere on the property.
Recreational vehicles and equipment.
Swimming pool, tennis courts and other recreational facilities which are operated for the enjoyment and convenience of the residents of the principal use and their guests.
The keeping of animals per chapter 2300 of this ordinance.
Tool houses, sheds and similar buildings for storage of domestic supplies and noncommercial recreational equipment. (Ord. 1988-12, 12-19-1988; amd. Ord. 2014-03, 2-3-2014)

3200.4: CONDITIONAL USES:

The following are conditional uses in an A-2 district: (Requires a conditional use permit based upon procedures set forth in and regulated by chapter 400 of this ordinance.)
Commercial greenhouses, nurseries, and landscaping operations; provided, that:
   A.   At the boundaries of a residential district, a strip of not less than five feet (5') shall be landscaped and screened in compliance with section 1000.7 of this ordinance.
   B.   Parking areas shall be screened from view of abutting residential districts in compliance with section 1000.7 of this ordinance.
   C.   Vehicular access points shall be limited, shall create a minimum of conflict with through traffic movements, shall comply with chapter 1200 of this ordinance and shall be subject to the approval of the city engineer.
   D.   All lighting shall be hooded and so directed that the light source is not visible from the public right of way or from an abutting residence and shall be in compliance with section 1000.10 of this ordinance.
   E.   The entire area shall have a drainage system which is subject to the approval of the city engineer.
   F.   Outdoor sales/display area shall be limited to thirty percent (30%) of the gross lot area and shall not take up required parking and/or loading areas as required by this ordinance.
   G.   All signing and informational or visual communication devices shall be in compliance with the provisions of the city code relating to signs 1 .
   H.   All conditions pertaining to a specific site are subject to change when the council, upon investigation in relation to a formal request, finds that the general welfare and public betterment can be served as well or better by modifying the conditions.
   I.   The provisions of subsection 400.2F of this ordinance are considered and satisfactorily met.
Farm buildings within three hundred feet (300') of an existing residence or residential platted lot; provided, that the provisions of subsection 400.2F of this ordinance are considered and satisfactorily met.
Governmental and public regulated utility buildings and structures necessary for the health, safety and general welfare of the city; provided, that:
   A.   Compatibility with the surrounding neighborhood is maintained and required setbacks and side yard requirements are met.
   B.   Equipment is completely enclosed in a permanent structure with no outside storage.
   C.   Adequate screening from neighboring uses and landscaping is provided in compliance with section 1000.7 of this ordinance.
   D.   The provisions of subsection 400.2F of this ordinance are considered and satisfactorily met. (Ord. 1988-12, 12-19-1988; amd. Ord. 2007-12, 10-1-2007)

3200.5: LOT REQUIREMENTS AND SETBACKS:

The following minimum requirements shall be observed in an A-2 district, subject to the additional requirements, exceptions and modifications set forth in this ordinance:
   A.   Lot area: Two and one-half (21/2) acres.
   B.   Lot width: Three hundred feet (300').
   C.   Setbacks:
      1.   Front yard: One hundred fifty feet (150') from the centerline of the public road or one hundred feet (100') from the property line, whichever is greater.
      2.   Side yard:
         a.   Interior lots: Twenty feet (20').
         b.   Corner lots: Seventy five feet (75') from the property line.
      3.   Rear yard: Fifty feet (50'). (Ord. 1988-12, 12-19-1988)

3200.6: MAXIMUM BUILDING HEIGHT:

(The height provisions of subsection 1100.3B of this ordinance shall also be considered.)
   A.   Dwelling units or principal buildings: Thirty five feet (35').
   B.   Accessory buildings: As governed by section 1000.4 of this ordinance. (Ord. 1988-12, 12-19-1988)

3200.7: MAXIMUM LOT COVERAGE:

No structure or combination of structures shall occupy more than ten percent (10%) of the lot area. (Ord. 1988-12, 12-19-1988)
