Upon requests from any official or agency of the Town or upon appeal from any determination of the Zoning Administrator or the Building Inspector, the Zoning Board of Appeals shall make a determination on a case-by-case basis as to whether a particular group of more than five adults living in a single dwelling unit, any of whom are not related by blood, marriage, legal adoption, or foster care arrangement, constitute the functional equivalent of a traditional family in accordance with the provisions set forth in the definition of "family," Subsections
