Any home occupation, other than a no-impact home occupation, shall require a permit from the Zoning Administrator and a certificate of occupancy signed by both the Zoning Administrator and the Building Inspector and is deemed to be a regulated home occupation. A permit and a certificate of occupancy are issued only to the applicant and are not transferable to another person.

The Zoning Administrator shall issue the permit and the Building Inspector and the Zoning Administrator shall issue a certificate of occupancy upon finding that:
