SECTION XIV

AR ADAPTIVE RE-USE

§ 1 PURPOSE AND INTENT.

The Adaptive Re-Use District is hereby established to promote the effective adaptive re-use of structures in a particular area of the City of Pittsburg which are important to the City for reasons such as architectural design, historical significance, cultural, ethnic and ecological importance, etc., and are in danger of being eliminated through clearance and redevelopment.
a. 
To provide for the adaptive re-use of older residential areas that are in transition from residential to other types of uses without destroying the residential character nor allowing a proliferation of strictly commercial uses.
b. 
To preserve the residential character of an area but allow uses other than residential.
c. 
The regulations set forth in this section or set forth elsewhere in this Ordinance, when referred to in this section, are the regulations of the Adaptive Re-Use District.

§ 2 PERMITTED USES.

a. 
No buildings, structures, land or premises shall be used in this district unless they conform to the provisions of this district. No buildings or structures shall be constructed, reconstructed or altered in this district unless they conform to the provisions of this district.
b. 
Single-family houses (detached) as allowed in R-1A district.
c. 
All uses permitted in this district with a Special Use permit are listed below:

§ 3 DISTRICT DEVELOPMENT REGULATIONS.

a. 
All areas unoccupied by buildings, parking lots or used as traffic ways shall be maintained in a safe and orderly condition.
b. 
Structures intended for re-use will meet all current codes and ordinances of the City of Pittsburg
c. 
No outdoor display permitted other than approved signs.
d. 
Due to the general nature of this zoning classification all remodeling and/or new construction shall be in keeping with the original architectural style of the structure and/or surrounding properties. Sufficient information regarding remodeling and/or new construction shall be submitted to the Planning and Zoning Commission at the time the application for zoning is filed with the city. Such information regarding remodeling and/or new construction shall become a part of the zoning ordinance amendment if approved and any substantial deviation from the plans submitted shall constitute a violation of this ordinance.

§ 4 HEIGHT AND AREA REGULATIONS.

The following height and area regulations shall be observed. See also Section XXII - HEIGHT AND AREA EXCEPTIONS AND MODIFICATIONS.

*The location of the existing structures on the lot shall be taken into consideration as to the various required yard setbacks prior to zoning. Should an existing structure fail to meet the height and area requirements of this district, that fact alone will not automatically preclude the lot from being zoned AR.

§ 5 MAXIMUM LOT COVERAGE.

No more than fifty-five percent (55%) of the total area of the site may be covered by buildings.

§ 6 MINIMUM DESIGN STANDARDS.

a. 
Front Facade Requirements.
Front Facade is defined as the face of a building that is used for the main entrance to the facility and sides facing the primary street. Front facades of a primary NEW BUILD building must consist of 50% of the surface area of stucco, stone, or brick. Other materials would need the approval of an existing board with jurisdiction over the property.
b. 
Parking
Minimum parking requirements shall be calculated according to the Parking and Loading Requirements of this Ordinance. All parking shall be located behind the required front building setback line. Off-street parking, loading spaces and driveway standards shall be provided in accordance with the provisions of Section XXIII.
c. 
Loading Facilities
Loading facilities shall be calculated according to the Parking and Loading Requirements of this Ordinance. Off-street parking, loading spaces and driveway standards shall be provided in accordance with the provisions of Section XXIII
d. 
Signs
i. 
Signs within the AR District shall be limited to one facade sign per business.
ii. 
Facade signs shall not exceed two (2) square feet in size and shall be attached flush to an exterior wall of the building or structure. Facade signs shall not project above the roof line.
iii. 
One freestanding ground-mounted sign per lot may be allowed in this district pending Planning and Zoning Commission approval. Such request must be submitted in writing to the Planning and Zoning Commission accompanied by a site plan showing the location of the proposed sign on the lot as well as a sketch depicting the design.
iv. 
No freestanding sign shall exceed 16 square feet per side with not more than two exposed sides allowed. Ground-mounted signs shall not exceed 6 feet in height and shall be set back not less than 10 feet from the front property line and no closer than 15 feet from any side property line.
v. 
All signs and lettering allowed in the AR District shall be permanent in design. No sign shall be internally or intermittently illuminated and no sign may rotate or contain moving parts.
