Rules and Regulations.
The Commission shall keep minutes of its proceedings showing the vote of each member upon each question, or, if absent or failing to vote, indicated [indicating] such fact, and shall keep records of its examinations and other official actions, all of which shall be immediately filed in the office of the Commission and shall be a public record.
The Commission shall act by resolution in which three (3) members must concur. The Commission shall adopt from time to time such additional rules and regulations as it may deem necessary to carry into effect the provisions of the Ordinance. All of its resolutions and orders shall be in accordance with the provisions of this Ordinance.
PURPOSES AND DUTIES OF CITY PLANNING COMMISSION
1. Purposes.
The Commission shall review all request for zoning changes and subdivision plats, shall review all zoning problems within the City of Pittsburg, as requested by the City Council, and shall review any other problems concerning the growth, expansion, and land usage within the City of Pittsburg, as requested by the City Council.
2. Duties.
The Commission shall meet in accordance with the ORGANIZATION AND RULES section of this Ordinance and shall review the application to change zoning designation. The Commission may require that the applicant attend such meetings, and may require that the applicant furnish additional information relative to the requested change of zoning designation.
After reviewing an application to change zoning designation, the Commission shall vote on said application to determine whether the Commission will make a favorable or unfavorable recommendation to the City Council concerning such application.
3. The chairman, or authorized member of the Commission shall then report or submit a final report to the City Council at a public meeting concerning the said application to change zoning designation and announce, either orally or in written form, to the said City Council the Committee’s recommendation regarding the proposed application.
4. The City Council shall then hold a public hearing after the required notice. At the scheduled public hearing, the City Council shall consider the application, consider the Commission’s recommendation on same, and hear any additional arguments that may be presented at such public hearing regarding the application to change zoning designation. The City Council shall then vote on said application and thereafter advise the applicant of its decision.
