17.90 GATEWAY

OVERLAY ZONE

17.90.010 PURPOSE OF CHAPTER

It is the purpose of this overlay chapter to allow business growth on Highway 91 that is complementary to the city's goals of promoting a high quality business environment and providing an aesthetically pleasing gateway on both the south and north ends of Smithfield City.

17.90.015 LANDSCAPING

  1. A minimum twelve foot (12') landscape buffer shall be maintained from the property line abutting any public or private street, this area must be landscaped. There shall not be any encroachments into this required landscape buffer by parking, buildings, or any internal traffic circulation except for approved accesses to the property.
  2. Landscaping shall be required on a minimum of six percent (6%) of the net area of the developed site. Net area is the total site remaining after the dedication of any required right of way.
    1. The landscaped buffer area described above may not be applied toward the required six percent (6%) of net area landscaping.
    2. Landscape designs shall incorporate live plant materials.
    3. Trees, in addition to sod, shall be the predominate landscape plant in the above required area.
      1. There shall be at least one tree incorporated in each fifty (50) linear feet of landscaped area.
    4. Trees shall be selected from a list of approved trees adopted by Smithfield City. All trees shall have access to an approved irrigation system.
    5. Gravel and cobble may be used to accent the plan but may not be used as the primary landscaping material.
    6. All landscape plans shall be provided with an underground automatic irrigation system and the health of the landscaping shall be guaranteed for a period of two (2) years from the date of installation.
    7. All landscape plans shall be prepared by a licensed landscape architect and shall incorporate water conservation designs.
    8. Parking lots in excess of twenty (20) stalls shall include landscaping on a minimum of five percent (5%) of the gross site covered by parking.
    9. The exterior of the parking area shall have a minimum six foot (6') wide landscaping strip which may not be applied to the five percent (5%) requirement of parking lot landscaping, but may be included in the overall six percent (6%) of net landscape area. This area shall be landscaped according to city standards.
    10. Trees shall be provided within the parking lot landscaped area. Trees shall be chosen from the city tree list.
    11. All required landscaping shall be kept free of weeds and in a healthy, visually pleasing condition.

17.90.020 SOUTH AND NORTH END GATEWAY OVERLAY ZONE BOUNDARIES

South end gateway overlay zone boundary: 700 South Street, south to the annexation boundary line between Smithfield City and Hyde Park. Bounded on the east for one block and on the west for one block, within this north-south corridor.

North end gateway overlay zone boundary: 800 North Street northward to County Road 7800 North. Bounded on the east of U.S. Highway 91 for one block and on the west of Highway 91 for one block, within this north-south corridor.

17.90.025 ARCHITECTURAL DESIGN AND MATERIALS

The treatment of building mass, materials and exterior appurtenances shall create an aesthetically pleasing building site. Requirements applicable to the design and approval of buildings shall be:

  1. General Requirements:
    1. All sides of individual buildings shall be designed with materials, shapes, and forms consistent with one another.
    2. Buildings shall be designed to relate to grade conditions with a minimum of grading and exposed foundation walls.
    3. Mechanical equipment shall be located or screened so as not to be visible from public streets. Screens shall be aesthetically incorporated into the design of the building. Screen materials shall be compatible with those on the building.
    4. Plans for exterior modifications to any existing structures must be submitted to the planning commission for approval and must meet the same requirements as all other structures within the overlay zone.
    5. The design of all buildings shall be prepared by an architect licensed in the state of Utah.
    6. All exterior building materials must be finished.
    7. All buildings within the development shall possess a similar architectural theme.
    8. The following finishes are not allowed in the overlay zone:
    9. Corrugated or galvanized metal.
    10. Unpainted or unfinished surfaces, such as masonry block, wood and/or unfinished concrete.
  2. Architectural Controls:
    1. Predominant exterior building materials (those materials which form the bulk of the building excluding roofs, windows, doors and trim, but including walls, parapets and other major structural features) shall be of a high quality. These may include the following in order of preference by the city:
      1. Brick.
      2. Sandstone, or other native stone.
      3. Stucco.
      4. Custom metal siding and panels in combination with other materials. This provision is not intended and not to be applied to allow the construction of mass produced or standardized metal buildings, notwithstanding such buildings may contain other materials as a veneer or other application.
      5. Tinted, textured, concrete masonry units and cinder block.
      6. Flagstone, river rock and similar rock.
      7. Precast or tilt up concrete panels, with customized decorative features.
      8. Wood.
        These materials may also be used in combination on the same structure.
    2. Colors of predominant facade materials shall be of low reflectance, subtle, neutral or earth tone colors. The use of high intensity colors, metallic colors, black, or florescent colors for predominant facade materials will be considered.
    3. Building trim and accent areas may feature brighter colors.
    4. Predominant exterior building materials shall not include the following:
      1. Smooth faced concrete block.
      2. Mass produced or standardized metal siding or panels.
