17.24 PARKING

AND LOADING ZONE

17.24.010 PURPOSE OF CHAPTER

To provide at the time of erection of any building or at the time any main building is enlarged or increased in capacity, a minimum number of off street parking spaces for vehicles used by persons expected to come to an establishment at any time under normal conditions for any purpose, whether as patron, customers, guests, employees or otherwise. This chapter also intended to result in easily accessed parking areas that are attractively landscaped to improve their appearance and to avoid negative environmental impacts associated with large areas of paved surfaces.

17.24.015 DEFINITIONS

The following terms used in this chapter shall have the respective meanings set forth in this section:

GROSS FLOOR AREA: The floor area within the inside perimeter of the exterior walls of the building without deduction for corridors, stairways, closets, or other features.

NET FLOOR AREA: The actual occupied area not including unoccupied accessory areas such as corridors, stairways, restrooms, mechanical and IT rooms, and closets.

RETAIL FLOOR AREA: That area set aside in a retail business that is accessible to the public and shall include all display areas and check out areas.

17.24.020 GENERAL PROVISIONS

  1. Off Street Parking Required: There shall be provided a minimum number of off street parking spaces for each use as provided in this chapter. There shall be no change in use or expansion of any building or use without the accompanying space to accommodate the increased off street parking needs as required herein.
  2. Location Of Parking Spaces: All parking spaces required to serve buildings or uses shall be located on the same lot as the building or use served except as provided herein.
  3. Off Site Parking Spaces: In the case of nonresidential uses, required off street parking spaces that cannot be provided on site may be located on other property not more than one thousand feet (1,000') from the nearest edge of the paved parking area of the off site parking lot to the nearest public entrance of the building being served measured along the route of most reasonable pedestrian travel provided:
    1. Permission has been granted by the owner of the property on which the property will be located.
    2. An agreement has been executed by the owner of the off site property and the business owner guaranteeing the use of the property for parking.
    3. There are adequate spaces available at the off site property not already committed to another use.
    4. A safe route, suitable for use by the disabled is available from the off site parking facility to the building entrance being served.
    5. Off site parking is not permitted for home occupations in residential zones.
  4. Access: All off street parking facilities shall be designed with appropriate means of vehicular access to a street or alley in a manner which will least interfere with traffic movement. Parking lots in excess of five (5) spaces shall be designed to allow vehicles to enter and exit the lot in a forward direction. All vehicular access roads/driveways shall be constructed of asphalt or concrete and maintained in good repair. All accesses and driveways shall meet the provisions of chapter SMC 17.28 of this title.
  5. Utilization Of Required Parking Spaces: Except as otherwise provided in this section, required off street parking facilities provided for uses listed in SMC 17.24.050 of this chapter shall be for the parking of passenger vehicles of guests, patrons, occupants, or employees of such uses.
  6. Change In Use: When the use of an existing building or structure is changed to a different use, parking shall be provided in the amount required for such new use. However, if an existing building or structure was established prior to May 1, 2011, any increase in required parking shall be limited to the amount by which the new use exceeds the existing use.
  7. Intensification Of Use: When the intensity of any building, structure or premises is increased through the addition of dwelling units, gross floor area, seating capacity, or other units of measurement specified herein for required parking, additional parking shall be provided in the amount by which the requirements for the intensified use exceed those of the existing use.
  8. Mixed Occupancies In The Building: In the case of mixed uses in the building or on a lot, the total requirements for off street parking facilities shall be the sum of the requirements for the various use computed separately. Off street parking facilities for one use shall not be considered as providing required parking facilities for any other use, except as hereinafter specified for joint, common, or shared use.
  9. Joint, Common Or Shared Use: Joint, common or shared use of parking facilities is permitted provided the following are met:
    1. The shared parking area is contiguous to the property the land use will serve, except as provided in SMC C of this section.
    2. An agreement is prepared, executed and recorded at the office of the Cache County recorder assuring the joint use of such facilities by the property owners of the joint uses.
    3. Either of the following conditions apply:
      1. The total of all parking spaces when used together, shall not be less than the sum of the various uses computed separately; or
      2. The shared parking facilities allow for separate daytime/nighttime uses.
  10. Off Street Parking Space Dimensions: A minimum parking space shall be at least ten feet by eighteen feet (10' x 18') for diagonal or ninety degree (90°) spaces; or ten feet by twenty two feet (10' x 22') for parallel spaces, exclusive of access drives or aisles. In cases where the parking spaces are located within a private garage or carport a minimum clear space of fifteen feet by twenty two feet (15' x 22') shall be provided for one space; twenty feet by twenty two feet (20' x 22') for two (2) spaces; and twenty nine feet by twenty two feet (29' x 22') for three (3) spaces.
  11. Aisle Width: The minimum aisle width shall be twenty four feet (24') for parking spaces aligned at a ninety degree (90°) angle. For sixty degree (60°) parking the minimum aisle width shall be twenty two feet (22'). For forty five degree (45°) parking the minimum aisle width shall be twenty feet (20'). In cases where an aisle serves parking stalls aligned at different angles, the most restrictive (widest) aisle shall prevail.
  12. Design And Maintenance: Parking lots shall be designed to ensure safe and easy ingress, egress and movement through the interior of the lot. The number of curb cuts onto major roads should be minimized. Shared access driveways between adjacent sites are encouraged. Parking lot islands should be provided on the interior of the parking lot to help direct traffic flow and to provide landscaped areas within such lots.
  13. Parkway: No parkway shall be used for parking.

17.24.030 PARKING FOR PERSONS WITH DISABILITIES

Any parking area to be used by the general public shall provide parking spaces designated and located to adequately accommodate the disabled, and these shall be clearly marked as such. Parking spaces for the disabled shall be located in close proximity to the principal building. The designation of parking spaces for the disabled shall constitute consent by the property owner to the enforcement of the restricted use of such spaces to disabled motorists by the city. Parking spaces for the disabled shall conform to the standards of the Americans with disabilities act. The number of required parking spaces accessible to the disabled shall be as follows:

17.24.040 PARKING SPACE FOR DWELLINGS

  1. Single-Family Residential Zones: In all single-family residential zones there shall be provided a private garage, or in an area properly located for a future garage, a hard surfaced space for the parking of one automobile for the first six hundred (600) square feet or fraction thereof of gross floor area in a new dwelling, plus one extra parking stall for each additional eight hundred (800) square feet or fraction thereof. There shall also be one additional parking space for each six hundred (600) square feet of living space added to an existing dwelling unit. In no case shall there be less than one such parking space nor more than three (3) such parking spaces required for each dwelling unit.
  2. Multiple-Family Residential Zones: Parking in multiple-family residential zones shall be in accordance with SMC 17.60.070 of this title.

17.24.050 PARKING SPACE FOR BUILDING OR USES OTHER THAN DWELLING

  1. For a new building, or for any enlargement or increase in seating capacity, floor area or guestrooms of any existing main building, there shall be at least one permanently maintained parking space of not less than one hundred eighty (180) square feet net area (10 feet x 18 feet) as follows:
  2. Assisted living facility  2 parking spaces for each 4 employees, plus 2 parking spaces for each 6 infirmary or nursing home beds, plus 2 parking spaces for each 4 rooming units  
    Auditorium; accessory to a church, school, university or other institution  1 parking space for each 5 seats in the main auditorium or assembly hall. In the case of churches, should more than 1 congregation be expected to occupy the building at 1 time, allowances should be made to accommodate each congregation simultaneously  
    Auto repair garage  4 parking spaces per repair bay  
    Auto sales, new and used  3 parking spaces per 1,000 square feet of enclosed sales area, plus 1 space per 2,500 square feet of outside display area, plus 3 spaces per service bay, but never less than 5 spaces  
    Bank/credit union  1 parking space per 250 square feet of gross floor area, plus 1 space for each teller station  
    Bars, taverns, and nightclubs  1 parking space per 100 square feet of gross floor area  
    Beauty parlor/barbershop  3 spaces per operator chair  
    Bed and breakfast establishment  1 parking space per room  
    Bowling alley  2 parking spaces per lane  
    Car wash, self-serve  4 stacking spaces for each washing stall, plus 2 drying spaces for each washing stall  
    Churches  1 parking space per 100 square feet of gross floor area  
    Club or lodge  6 parking spaces per 1,000 square feet of gross floor area  
    Congregate care facility  1 parking space for each bedroom  
    Convenience store  1 parking space per 300 square feet of gross floor area  
    Dance studio  1 parking space for each 250 square feet of usable floor area  
    Daycare or preschool, child or adult  1 parking space per 1,000 square feet of gross floor area  
    Dry cleaning  3 parking spaces, plus 2 spaces per 1,000 square feet of gross floor area  
    Funeral home  1 parking space per 4 seats in parlor plus 1 space per 2 employees plus 1 space per vehicle used in connection with the business  
    Furniture store  1.5 parking spaces per 1,000 square feet of gross floor area  
    Grocery store  6 parking spaces, plus 1 space for each 200 square feet of gross floor area  
    Group home  1 parking space per home and 1 parking space for every 2 support staff present during the highest employment shift  
    Gym/health club/recreation facility  5 spaces, plus 4 spaces per 1,000 square feet of gross floor area  
    Hospital  2 parking spaces per hospital bed  
    Hotel or motel  1 parking space for each individual guestroom or suite of rooms for the first 30;

    1 additional parking space for each 2 guestrooms or suites of rooms in excess of 30 but not exceeding 60; and

    1 additional parking space for each 3 guestrooms or suites of rooms in excess of 60  
    Individual storage facility  2 parking spaces plus 1 space per 50 units  
    Library  3 parking spaces per 1,000 square feet of gross floor area  
    Lube center  2 parking spaces per service bay plus 3 stacking spaces per bay  
    Manufacturing establishments  1 parking space for each employee based on the greatest number of employees at any 1 time  
    Medical/dental offices  1 parking space per 200 square feet of gross floor area, plus 1 space for each doctor or dentist or employee  
    Movie theater  1 parking space per 4 seats  
    Museum, art gallery  1 parking space per 1,000 square feet of gross floor area  
    Nursery/greenhouse  1 parking space per 1,000 square feet of display area  
    Nursing care facility, sanatorium  1 parking space for each 4 beds for which accommodations are offered, plus 1 parking space for each 4 employees other than doctors  
    Office  1 parking space for each 2 employees working on the highest employment shift, or 1 parking space for each 300 square feet of gross floor area whichever is the greatest  
    Plumbing and heating supply  2 parking spaces per 1,000 square feet of gross floor area, plus 1 space per employee  
    Restaurant  1 parking space per 100 square feet of gross floor area  
    Retail establishments  1 parking space per 200 square feet of retail floor area  
    Schools:   
     • K through 8th grade  1 parking space for each classroom, plus 1 parking space for each full time employee  
     • Senior high school  7 parking spaces for each classroom, plus 1 parking space for each full time employee  
     • Vocational/trade schools  1 space for each employee, plus 1 space for each 3 students based on the maximum number of students attending classes on the premises at any time  
     • College/university  1 parking space for each faculty member, plus 1 parking space for each 3 full time employees, plus 1 parking space for each 5 students  
    Stadium or arenas  1 parking stall per 5 fixed seats  
    Theaters  1 parking stall per 40 square feet of gross floor area in the main seating area  
    Veterinarian  4 parking spaces per doctor, plus 1 space for every additional employee  
  3. In no case shall a building be constructed, altered or increased where, if the foregoing parking provisions are inadequate to provide sufficient space for all employees and customers combined, the provision of adequate parking spaces shall supersede any and all foregoing formulas.

17.24.060 PARKING LOT CONSTRUCTION

  1. Lighting And Landscaping: Every parcel or portion thereof used as a parking lot shall be arranged, constructed and landscaped in accordance with chapter 17.100, "Site Development And Landscaping", of this title. Any lights used to illuminate the lot shall be so arranged and constructed to meet the standards identified in SMC title 9, chapter 9.24, "Outdoor Lighting", of this code.
  2. Parking Lot Surface: Parking lots shall be paved with a surfacing material of asphalt or concrete composition and shall be graded to ensure proper drainage of stormwater.
  3. Curb And Gutter: All parking lots shall be finished with curb and gutter around the perimeter with adequately placed stormwater inlet boxes to collect stormwater.

17.24.070 OFF STREET TRUCK LOADING SPACE

  1. Adequate Space To Be Provided: On the same premises with every building, structure or part thereof, erected and occupied or increased in capacity after the effective date hereof, for manufacturing, storage, warehouse, goods display, department store, grocery, hotel, hospital, mortuary, laundry, dry cleaning or other use similarly involving the receipt or distribution by vehicle of materials or merchandise, there shall be provided and maintained on the lot adequate space for standing, loading and unloading services in order to avoid undue interference with the public use of streets.
  2. Access: Each required off street loading space shall be designed with appropriate means of vehicular access to a street or alley in a manner which will eliminate or minimize conflicts with traffic movement. Maneuvering and backing space to the loading dock shall be accommodated on site when possible.
  3. Utilization Of Off Street Loading Areas: Space allocated to any off street loading use shall not be used to satisfy the space requirements for any off street parking.
  4. Size: Unless otherwise specified, a required off street loading space shall be at least twelve feet (12') in width by at least thirty five feet (35') in length for short spaces, and fourteen feet (14') in width by at least fifty feet (50') in length for long spaces exclusive of aisle and maneuvering space. Maneuvering aprons of appropriate width and orientation shall be provided and will be subject to approval by the city engineer.
  5. Vertical Clearance: All loading areas shall have a vertical clearance of at least fourteen feet (14').
  6. Design And Maintenance:
    1. Design Of Loading Areas: All loading areas shall be oriented away from adjacent residential or other incompatible uses.
    2. Plan: The design of loading areas shall be subject to the approval of the city engineer.
    3. Loading Area Surface: Loading area surfaces shall be hard surfaced and drained to dispose of all surface water and to provide effective drainage without allowing the water to cross the sidewalk or driveway.
