17.28 MOTOR

VEHICLE ACCESS

17.28.010 PURPOSE

The motor vehicle access regulations of this chapter are intended to maintain and improve traffic levels of service by managing the number of location of access points to public right of way.

17.28.020 RIGHT OF WAY ACCESS PERMITS

No property owner shall be permitted to construct, develop, or begin using access from private property onto a city right of way without obtaining a right of way access permit from the Smithfield City engineering department.

17.28.030 GENERAL STANDARDS

The following standards apply to all developments within all zoning districts:

  1. Back Out Parking Prohibited: Except single-family detached houses, parking configurations that require vehicles to back out of parking areas directly onto public rights of way are prohibited.
  2. Maintenance Of Curb Bridges: Curb bridges shall be maintained in a safe and proper functioning manner. If curb bridges to parking areas fall into disrepair, the city engineer may order the portion of the structure within the public right of way to be repaired, removed, or abated. If the city undertakes any action that is a duty of the property owner under this chapter, the property owner shall be responsible for the cost of the city's action.
  3. Access To State Highway Right Of Way: Uses and developments taking access to state highways are subject to the Utah state department of highways' "Regulations For The Control And Protection Of State Highway Right Of Way" and the approval of the city engineer.

17.28.040 SHARED ACCESS

Shared access between adjoining parcels is strongly encouraged. It may be required by the city engineer as a condition of project approval. The city engineer may require shared access if the property owner owns or controls adjoining property or if it is feasible for separate property owners to enter into an agreement.

17.28.070 DRIVEWAY SPECIFICATIONS

  1. Residential Driveways:
    1. Driveways serving single-family detached houses, attached houses, or duplexes shall not be less than twelve feet (12') in width for single lane driveways. Driveways in this classification shall not exceed twenty four feet (24') in width for two (2) to three (3) car parking areas. The maximum residential driveway width shall be thirty feet (30') for four (4) car or larger garage or parking areas.
    2. Driveways serving multiple-family dwelling structures, group living and group dwelling structures, or mobile home parks shall have a maximum driveway width of thirty feet (30') at the property line. Interior driving lanes shall be at least twenty feet (20') wide.
    3. A maximum of two (2) driveways shall be permitted on a single- family residential lot. The maximum width of any second driveway shall be limited to twelve feet (12'). The minimum distance between two (2) driveways on the same lot shall be twelve feet (12') and no more than thirty percent (30%) of the lot frontage may be occupied by driveways where more than one driveway is constructed.
    4. More than one driveway may be permitted for multiple-family dwelling structures if approved by the city engineer as part of the site approval process.
    5. Access to intrablock developments shall be as specified in SMC 17.84.020 of this title.
  2. Circular Driveways: Circular driveways shall only be permitted on local residential streets or minor collector streets. A minimum lot frontage of one hundred feet (100') or greater is required or if located on a corner lot, at least forty foot (40') spacing from the curb line to the leading edge of the driveway.
  3. Commercial And Manufacturing Zone Driveways:
    1. Entry (ingress) lanes shall be limited to a maximum width of sixteen feet (16'), except as noted in this subsection.
    2. Exit (egress) lanes shall be at least twelve feet (12') wide with one lane for each turning movement. If there is a straight across alignment approved by the city engineer, there shall be a third twelve foot (12') lane for straight traffic.
    3. The city engineer may approve varied widths based on site specific and project specific conditions and traffic safety.
    4. The city engineer may require the construction of a landscaped median within a driveway access to restrict egress turning movements.

17.28.080 DRIVEWAY LOCATION AND SPACING

  1. Single-Family Residential And Multiple-Family Residential Zones: No stand alone driveway shall be closer than twelve feet (12') (measured edge to edge) to another driveway on the same or an adjacent lot and no driveway shall be closer to a side lot line than five feet (5').
  2. Commercial And Manufacturing Zones: The following standards apply to all developments in a commercial or manufacturing zone:
    1. Number Of Driveways: One driveway is allowed per lot or one driveway per three hundred feet (300') of street frontage, whichever is greater, unless a greater number is approved by the city engineer.
    2. Driveway Spacing: Driveways shall be spaced at least seventy five feet (75') from other driveways and street intersections, unless otherwise approved by the city engineer. Spacing is measured edge to edge.
