Failure to comply with the provision of this section shall constitute a nuisance, which may be abated by the Township pursuant to its statutory authorization under N.J.S.A. 40:48-2.13 and N.J.S.A. 40:48-2.13a.

This shall be in addition to any penalty to be imposed under this Chapter of the Municipal Code.
