This chapter is adopted for the purpose of promoting public health, safety, comfort, order and general welfare; to conserve and protect the natural and manmade environment, as well as the value of property throughout the City; to encourage the most appropriate use of land; to secure and provide the social and economic advantages resulting from an orderly, planned use of land resources, and to facilitate adequate but economical provisions for public improvements, such as, but not limited to, the provision of transportation, water, sewage disposal, schools, parks and other public requirements; to lessen congestion in the streets; to prevent the overcrowding of land; to avoid undue concentration of population; all in accordance with and as permitted by the provisions of Chapter 414 of the State Code of Iowa.
