165.08 INTERIM

DEVELOPMENT ZONE ID.

This zone is intended to provide for areas of managed growth within the corporate limits of the City in which agricultural and other non-urban uses of land may continue, until such time as the City is able to provide municipal services and urban development can take place.  All lands which are hereafter voluntarily annexed by the City and which have not been designated within any zoning district shall automatically be zoned as ID until the City Council has officially acted, by their own volition or request, to place said lands within the zoning district deemed appropriate and as provided in Section 165.49(1).  Upon provision of municipal services, the City will and the property owner may initiate rezoning of property to uses consistent with the Comprehensive Plan.  ID designations on the zoning map shall be re-evaluated with each revision of the Comprehensive Plan.  ID designations shall consist of ID-RS (single-family residential) and ID-RM (multi-family residential) to reflect the intended use of the property in the future.
1.   Permitted Uses.
   A.   Farms, farm buildings, other than those used for truck gardens, orchards and nurseries.
   B.   Farm dwellings, provided they are developed in accordance with the dimensional requirements of the Rural Residential (RR-1) zone.
   C.   The raising of crops.
   D.   Temporary buildings.
2.   Provisional Uses.
   A.   Clubs, subject to the requirements of Section 165.30.
   B.   Single-family dwellings, other than farm dwellings, provided they are developed in accordance with the applicable special provisions of this zone.
   C.   Stables, kennels and veterinary establishments subject to the requirements of Section 165.30.
   D.   Transient enterprises, such as carnivals, circus rides and shows.
3.   Conditional Uses.
   A.   Public utilities.
   B.   Temporary mining and the extraction of minerals or raw material subject to the requirements of Section 165.30.
   C.   Cemeteries, subject to the requirements of Section 165.30.
   D.   Other uses when there is clear evidence that such uses will not seriously affect the value and character of the surrounding neighborhood.
   E.   Livestock and livestock operations, except livestock feed lots and confinement feeding operations.
4.   Dimensional Requirements.
   A.   Minimum Lot Area:  10 acres
   B.   Minimum Lot Width:  80 feet
   C.   Minimum Lot Frontage:  40 feet
   D.   Minimum Yards:
      (1)   Front - No building shall be located closer than 60 feet from the right-of-way of any public roadway.
      (2)   Side - 50 feet
      (3)   Rear - 200 feet
   E.   Maximum Building Bulk:  None
   F.   Minimum Building Width:  20 feet for at least 75% of the building’s length
   G.   Maximum Building Height:  35 feet or as regulated by the Mason City Municipal Airport height zoning ordinance
5.   General Provisions.  All principal and accessory uses permitted within this zone are subject to the requirements of the following sections of this chapter:
   A.   Permitted Accessory Uses and Buildings – See Section 165.31.
   B.   Accessory Use and Building Regulations – See Section 165.32.
   C.   Off-street Parking Requirements – not applicable.
   D.   Off-street Loading Requirements – not applicable.
   E.   Sign Regulations – See Section 165.35.
   F.   Fence Regulations – See Section 165.36.
   G.   Dimensional Requirements – See Sections 165.37 through 165.40.
   H.   Tree Regulations – not applicable.
   I.   Performance Standards – See Sections 165.42 and 165.43.
   J.   Nonconformities – See Section 165.44.
6.   Special Provisions.  Single-family dwellings may be developed in those areas designated ID-RS on minimum lot areas of five (5) acres and at the width, frontage and yard requirements of the ID zone.
