The Council shall appoint a Building Official who shall act as administrative officer.  It shall be the duty of said officer to enforce the regulations contained in this chapter.  It shall also be the duty of all officers and employees of the City, and especially all members of the Police Department, to assist the Building Official by reporting to said official any new construction, reconstruction, land uses or other seeming violations.  Appeals from a decision of the Building Official in enforcing this chapter may be made by the Board of Adjustment as provided in Section 165.52.
