The owner or manager of a building or premises in or upon which a violation of any provision of this chapter has been committed or exists, or the lessee or tenant of an entire building or entire premises in or upon which violation has been committed or exists, or the agent, architect, building contractor or any other person who commits, takes part or assists in any violation or who maintains any building or premises in or upon which such violation exists, or who violates, disobeys, omits, neglects or refuses to comply with or who resists the enforcement of any of the provisions of this chapter, shall be subject, upon conviction, to the penalty for violation of this Code of Ordinances. Each day that a violation is permitted to exist after proper notice shall constitute a separate offense. In case of a violation of any provision of this chapter, the proper authorities of the City, in addition to other remedies, may institute any appropriate action or proceedings to prevent the illegal act. In case any building or structure is erected, constructed, reconstructed, altered, repaired, converted or maintained, or any buildings, structure or land is used in violation of this chapter, the appropriate authorities of the City, in addition to other remedies, may institute injunction, mandamus or other appropriate action or proceedings to prevent such unlawful erection, construction, reconstruction, alteration, conversion, maintenance or use, or to correct or abate such violations, or to prevent the occupancy of said building, structure or land.
