All annexations to the town shall follow the requirements of Article 12 of Title 31 of the Colorado Revised Statutes, as amended.

For purposes of Article 12, Title 31 generally, and Section 31-12-105(1)(e) specifically, the "annexation plan" for the town shall be the comprehensive plan.
