16 - ZONING DISTRICTS ESTABLISHED
A.
The location and boundaries of the zone districts established by this title shall be shown upon the "Zone District Map of the Town of New Castle," which is incorporated into this title and referred to hereafter as the "zoning map."
B.
The zoning map shall show zone district boundaries, town boundaries, lots, blocks, streets, alleys, subdivisions, additions and annexed areas along with corresponding numbers, letters, names and dimensions (where reasonable) of same, all based upon the duly adopted ordinances and resolutions of the town.
C.
The official zoning map shall be kept on file in the town clerk's office.
D.
Changes in the boundary of any zone district shall be made only upon amendment to the zoning code and shall be entered upon the zoning map as soon as reasonably practicable; provided, that zone changes shall be effective as provided in the relevant ordinance and not dependent upon depiction on the map. A list of such amending ordinances with number and date shall be kept on file in the clerk's office. The zoning map shall be updated as often as reasonably practicable in order to reflect such amendments as well as to depict newly annexed territory, new subdivisions and additions. The zoning map shall indicate the date through which amendments have been incorporated.

Except where otherwise necessary, zone district boundaries shall follow the town's corporate limits, section or sectional lines, lot or block lines, right-of-way lines, or centerlines of streets, alleys or waterways. In unsubdivided territory or where a zone district boundary line divides a lot or parcel, the location of such line, unless indicated by dimension, shall be determined by the scale of the zoning map. Land which is not part of a public railroad or utility right-of-way and which is not indicated as being in any zone district shall be considered to be included in the most restricted adjacent zone district, even when such district is separated from the land in question by a public railroad or utility right-of-way.

In order to implement the purposes and provisions of this title, the town establishes the following zoning districts:
A.
Residential Districts. Residential districts are established to accommodate a variety of residential neighborhoods ranging from a low density single-family to a high density multifamily.
B.
Commercial Districts. Commercial districts are established to allow a variety of commercial uses that can provide a transition between residential and industrial districts.
C.
Industrial Districts. Industrial districts are established to allow selected industrial uses with minimal adverse environmental effects on the town.
D.
Performance Districts. Performance districts are established to allow a wide range of industrial uses with minimal adverse environmental effects on the town.
E.
Highway Business Districts. Highway business districts are established to allow an area for commercial development along major arterial and collector highways in such a manner as to minimize interruption of traffic flow, safeguard pedestrian movement and optimize the aesthetic appearance to passing motorists.
F.
Commercial General District. The commercial general district is established to provide an area for general commercial development in the town with minimal adverse environmental effects on the town.
