CHAPTER 17

28 - R-3 RESIDENTIAL DISTRICT

17.28.010 - Generally.

The R-3 multifamily residential zone district shall be governed in conformity with the following regulations.

17.28.020 - Description.

This R-3 district is established to provide a variety of moderate and high density residential neighborhoods to blend with single-family districts and commercial districts. This R-3 district also is established as a transitional residential use when butting next to a commercial district. Such transitional area shall be within three hundred (300) feet of the commercial zone unless otherwise approved by the town council.

17.28.030 - Goal.

17.28.040 - Permitted uses.

Permitted uses shall be as follows:

A.

Single-family dwelling;

B.

Multifamily dwelling (maximum ten (10) units);

C.

Bed and breakfast lodge (maximum eight units);

D.

Public park and open space;

E.

Home occupation;

F.

Family child care home;

G.

Public utilities;

H.

Accessory uses;

I.

Group home.

17.28.050 - Conditional uses.

Conditional uses shall be as follows:

A.

Multifamily dwellings (exceeding ten (10) units);

B.

Bed and breakfast lodge (exceeding eight units);

C.

Church;

D.

School;

E.

Day nursery;

F.

Museum;

G.

Municipal facilities;

H.

Fire station;

I.

Medical clinic;

J.

Community center;

K.

Utility substation;

L.

Accessory dwelling units associated with a primary single-family dwelling.

17.28.060 - Transitional special review uses.

Transitional special review uses shall be as follows:

A.

Hospital, medical or dental clinic;

B.

Lodge, hotel or motel;

C.

Personal service establishments, as follows: barber or beauty shop, laundromat, shoe or boot repair shop, studio, tailor shop;

D.

Bank;

E.

Mortuary;

F.

Travel agency.

All requirements of this section are the same as C-2 zone district.

17.28.070 - Minimum lot area.

Minimum lot area shall be as follows:

A.

Single-family: six thousand (6,000) square feet;

B.

Multifamily (up to four units): three thousand five hundred (3,500) square feet per unit;

C.

Multifamily (five units or more): three thousand (3,000) square feet per unit.

17.28.080 - Minimum floor area.

Minimum floor area shall be as follows:

A.

Single-family: nine hundred (900) square feet;

B.

Multifamily: eight hundred (800) square feet;

C.

Multifamily with two or more stories per unit: add four hundred fifty (450) square feet per unit.

17.28.090 - Minimum yard setback.

17.28.100 - Maximum building height.

Maximum building height shall be thirty (30) feet.

17.28.110 - Minimum off-street parking spaces.

17.28.120 - Minimum open space within the lot.

Open space does not include accessory buildings, structure, driveway, parking spaces, setback area, or envelope lot.

A.

Single-family: none;

B.

Multifamily: ten (10) percent of the lot area.
